The Revenue Data Analyst is responsible for the development, management, and analysis of operational tax data and workload management systems for the Office of the Commissioner of the Revenue. This position supports statutory tax administration functions by overseeing Department of Motor Vehicles (DMV) downloads, IRMS reporting, COIN workload management data, mass mailing processes, and specialized tax program reporting including mobile homes, aircraft, and watercraft. The Revenue Data Analyst works closely with operational divisions and Information Technology to ensure data accuracy, reporting integrity, workflow efficiency, and compliance with state and local regulations. The position plays a critical role in maintaining system controls, monitoring production activity, supporting compliance initiatives, and providing analytical insight for operational decision-making.
ESSENTIAL JOB FUNCTIONS
Manage and process Department of Motor Vehicles (DMV) data downloads; validate records, reconcile discrepancies, and ensure timely integration into the tax system. Generate, review, and distribute IRMS (Integrated Revenue Management System) reports and other system-generated operational reports. Administer and monitor COIN workload management data, including tracking case assignments, production metrics, and workflow status across divisions. Develop and manage mass mailing processes including data extraction, formatting, coordination with vendors, and quality control review. 1 Prepare and analyze reports related to mobile homes, aircraft, watercraft, and other specialized tax categories. Work with operational divisions to identify reporting needs and develop customized data queries and analytical summaries. Coordinate with Information Technology to design, test, and implement new reports, queries, or system enhancements. Monitor workload trends and prepare performance metrics for management review. Assist in identifying compliance gaps, data inconsistencies, and operational inefficiencies through analysis. Maintain documentation of recurring reporting procedures and data validation processes. Ensure secure handling and confidentiality of taxpayer data in accordance with applicable laws and regulations. Assist in system testing and validation associated with legislative changes or software updates. Respond to internal requests for statistical analysis and operational reporting.
KNOWLEDGES, SKILLS, ABILITIES AND OTHER COMPENTENCIES
Thorough knowledge of data analysis principles, workload management systems, and reporting methodologies. Knowledge of municipal tax administration systems and operational workflows. Proficiency in database systems, spreadsheet applications, and reporting software. Ability to extract, analyze, reconcile, and interpret complex data sets. Ability to monitor and evaluate production metrics and workload distribution. Knowledge of state and local tax programs including personal property and business taxation. Strong analytical, problem-solving, and organizational skills. Ability to collaborate effectively with Information Technology and operational staff. AND EXPERIENCE
Bachelor's degree in information systems, data analytics, accounting, business administration, finance, or a related field. 1-3 years of experience in data analysis, reporting, workload management systems, or municipal revenue operations; or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS
Requires an acceptable background check. Proficient in creating, maintaining, and optimizing reports using Power BI and SSRS. Skilled in writing and troubleshooting SQL queries for data extraction, analysis, and reporting. 3
