Job Description

Job Summary:
Chainbridge Software, LLC is looking for a dynamic and detail-oriented qualified Tax Policy Analyst / Revenue Modeling Specialist to join our team full-time on site in our Morgantown, West Virginia development office. Headquartered in Fairfax, Virginia, Chainbridge has been in business for over twenty-five years. Its clients include US state government tax and legislative agencies. Currently over 30 modules of the system are in use across the country. Providing support to our clients is of the utmost importance. In this role, you will be instrumental in analyzing complex tax policies and developing accurate revenue. Chainbridge builds tax modeling software used by state governments to analyze revenue impacts and evaluate tax policy proposals. Two recent example engagements include building models to analyze and developing reports regarding the revenue impacts of the federal One Big Beautiful Bill Act for two state government tax agencies. We're looking for a Tax Policy Analyst / Revenue Modeling Specialist who can communicate effectively with clients and learn to analyze complex tax law proposals using practical modeling solutions. In the social sciences, a microsimulation model is a computer program that mimics the operation of government programs and demographic processes on individual ("micro") members of a population—people, households, or businesses, for example. For each observation the computer program simulates outcomes of interest—such as income tax liabilities or Social Security benefits—by applying actual or hypothetical program rules to data about that observation. This is a unique role for someone who loves (or could learn to love) digging into tax statutes, translating policy language into analytical frameworks, and communicating findings clearly to government clients. You don't need to be a software developer — but you'll work closely with developers, economists, other policy experts and state government clients to ensure that the models generate the most accurate estimates possible.
Duties:
-- Tax Policy Research and Interpretation Research federal and state tax laws, regulations, and legislative proposals across income, sales, corporate, and property tax areas Translate statutory language into clear model requirements and written policy summaries Identify key parameters: rates, thresholds, credits, exemptions, phaseouts, and eligibility rules Tax Modeling and Simulation Use Chainbridge's software to implement tax law changes and run fiscal impact simulations Test model assumptions and review outputs for accuracy and reasonableness Compare results against revenue totals and tax return data to validate model performance Prepare client-facing write-ups explaining modeled changes, assumptions, and limitations Data Review & Quality Assurance Review tax return records and model inputs for errors, inconsistencies, or data-quality issues Recommend and document approaches for correcting problematic records Work with internal staff and state clients to ensure data handling is transparent and defensible Sales & Use Tax Support Research taxability rules, exemptions, and exclusions across state sales tax systems Help classify transactions and develop model inputs and policy assumptions Software Design & QA Support Translate analytical requirements into specifications for developers Test model logic, tax calculations, and user workflows Identify bugs, logic gaps, and usability issues; develop test cases and validation checks Client Communication & Presentations Prepare written summaries and present modeling results to state government clients Attend and present at Federation of Tax Administrators (FTA) meetings and related events Support business development through policy expertise in demos and client discussions
Required:
Master's degree or higher in Public Policy, Economics, Public Finance, Taxation, Accounting, Data Analytics, or a related field, including Computer Science U.S. Social Security Number and willingness to undergo background checks including fingerprinting per both IRS and state requirements governing the use and handling of Federal Taxpayer Information (FTI) Strong ability to read, interpret, and summarize complex tax laws and regulations Excellent written communication skills — especially explaining technical topics to non-technical audiences Comfortable working with structured data, spreadsheets, model outputs, and QA processes Collaborative mindset; able to work effectively with developers, analysts, clients, and project managers Sharp attention to detail with the ability to catch inconsistencies in data, assumptions, or policy logic
Preferred:

$57,596.26 - $69,363.23 per year
