Job Summary This position works between UT Tyler, UT Tyler Health Science Center and with UT Health East Texas to receive requisitions for equipment or other goods, verify nomenclature, determine proper bidders, prepare request for bids and accept, tabulate, and make award of purchase orders. Additionally, this position consults catalogs and suppliers to obtain prices, contacts proper vendors and issues purchase orders and resolves discrepancies between purchase order and invoices. Assist all departments with contract documents when needed. (Purchasing Addendums, EAJ Forms, internal contracts, etc.). This position is responsible for maintaining proper procedures to meet State of Texas HUB/VetHUB requirements and responsible for assisting with required reporting. Major Responsibilities/Duties/Critical Tasks Receive requisitions for equipment or other goods or services $15,000 and over. Verify nomenclature and specifications of purchase request. Determines proper bidders, prepares request for bids or request for proposals and all other bid documents. Accept, tabulate, and make awards of purchase orders in accordance with state and UT System rules and regulations. Receiving requisitions for routine purchases of any dollar amount verifies the specifications of purchase requests. Consult catalogs and suppliers to obtain prices and specifications. Contact proper vendor and issues purchase orders in accordance with state and UT System rules and regulations. Resolve discrepancies between purchase order and invoices, delivery dates, delays, damages and rejections. Correspond with parties involved to assure that orders, shipping, and deliveries are timely and in order. Responsible for being knowledgeable of the Group Purchasing Organizations used at UTHSCT. Examples are Vizient, Healthtrust, Supply Chain, TXsmartbuy, etc. Responsible for expediting orders and keeping follow-ups current and up to date. Adherent to internal controls, policies and procedures established by the UT System. Maintains proper procedures to meet HUB/VetHUB requirements. Assists with required reporting. Assists in promoting HUB/VetHUB participation in the provisions of goods and services on both UT Tyler and UT Tyler Health Science Center following the State of Texas guidelines. Identifies potential HUB/VetHUB businesses, performs vendor sites, determines their eligibility for participation in the HUB program and assists them in conducting business with UT Tyler and UT Tyler Health Science Center. Plans and Coordinates HUB/VetHUB forums and assists new vendors with certification process. Travel to procurement events to meet potential vendors. Perform other duties as assigned. Required Education/Experience High School Diploma or GED equivalent. Two (2) years of procurement experience. May accept a combination of education and experience. Preferred Education / Experience State purchasing experience. Healthcare or higher education knowledge. Required Certifications/Licenses Certified Texas Contract Developer (CTCD) within 12 months of employment. Accompanying Knowledge, Skills, Abilities and Competencies Proficient with Microsoft Office . Excellent customer service skills both in person and over the phone. Effectively manages multiple assignments at once, setting priorities and delivering results within tight deadlines. Work collaboratively and cooperatively with university personnel at all levels.
