Under general supervision, provides professional level category support in a variety of procurement activities. Participates in on-going category and vendor performance management as a part of the Office of the Governor, the Georgia Emergency Management and Homeland Security Agency (GEMA/HS) in conjunction with local, state and federal governments, and in partnership with the private sector and faith-based community, work to protect life against man-made and natural emergencies. In addition, GEMA/HSA employees are on 24-hour call statewide to assist authorities when disaster strikes. The GEMA/HS Finance Division is responsible for procurement, contracts, inventory, resources, grants management and budget development. This Business Operations Specialist performs complex technical duties in the areas of purchasing, inventory, and property control. They research and resolve related issues, and provide documentation, reporting, customer support and program analysis. Primary Duties & Responsibilities Performing routine purchasing and inventory functions Provide technical assistance to internal and external customers Completes complex processing of documents and/or transactions in compliance with agency and State of Georgia rules, regulations, policies and procedures. Purchase supplies, equipment or services necessary for the operation of an agency, region, district or state. Auditing invoices and monthly bills for accuracy and entering data into agency tracking system. Managing routine administrative functions for the agency in the areas of purchasing, billing/credit, car rentals, leases, contracts, telecommunications, building security, inventory, property control, etc. Tracking Visa bill and P-Card utilization Develops or assist in the development of documents such as Request for Quotes (RFQs) and Request for Proposals (RFPs). Participates in procurement application projects as well as pilot projects. Conducts analysis of vendor responses. Conducts spend analysis. Identifies and collects financial data from appropriate sources (such as, PeopleSoft, general ledgers, etc.) Establishes and/or maintains the inventory control systems and a records retention and disposal system. Participates in on-going knowledge management activities. Understands the fundamentals of developing and capturing best practices and lessons learned. Documents best practices and lessons learned in accordance with established formats. Applies and adopts best practices and lessons learned. Develops and applies professional knowledge of the procurement field to include the Georgia Procurement Manual (GPM) and related rules and regulations. Develops an awareness and understanding of legal implications and possible complications. Attends appropriate training. Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university OR Four years of experience in a purchasing environment OR Two years of experience at the lower-level Purchase/Procurement Agent 1 (FEP020) or position equivalent.Note:

An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.Preferred Qualifications:
External Experience in a technical level purchasing position in a State of Georgia Agency that also included experience with contracts, and inventory control Experience performing research using PeopleSoft Financials (Purchasing, Vendors, and Accounts Payable modules) Experience in the use of MS Office 2010 applications (Word, Excel, PowerPoint, Access, Outlook). Associate degree in accounting or business, or a directly related field from an accredited college or university and two (2) years of job-related experience in a procurement environment; or Technical diploma in accounting or business and three (3) years of job-related experience in a procurement environment; or two (2) years of experience at the lower level Procurement Agent 1 (FEP020) or position equivalent.Note:
