Job Description

Posting Details This position works under the Administrative Services Division providing agency wide procurement and payable review approval and analysis serving as the Chief Procurement Officer for the agency. Administrative Services provides financial services to 6 divisions within the agency. Why does the job exist? This position performs program management functions and provides expertise to all divisions within EMNRD and YCC related to procurement of goods and services and accounts payable related to diversified expenditures of these departments. These expenditures include contracts, travel, fixed assets and all related expenditures associated with fire suppression, mine reclamation, energy conservation, information technology, state park operations, oil conservation, program support, and youth conservation corp. This position provides accountability, oversight and direction to the purchasing/accounts payable unit and support services and interacts with all divisions fiscal staff to ensure all complex purchase orders and payment vouchers are in compliance with Department of Finance and Administration and State Purchasing requirements as well as compliance with internal policies and procedures. Responsible for supervising and approving the processing of requisitions, purchase documents, and payment vouchers to ensure compliance with all applicable requirements. Responsible for research and problem solving related to problematic requisitions, purchase documents, and payment voucher: responsible for reporting any issues related to requisitions, purchase documents and payment vouchers; responsible for tracking orphan transactions in the AP module in SHARE and determine solutions for their correction; responsible for identification, approval and management of the canceled warrant process and journal vouchers. How does it get done? Management of the Procurement/Accounts Payable Section of the Administrative Services Division and supervision of individuals assigned to the purchasing, accounts payable, procurement card processing and support services. Serve as the backup for the responsibilities of these positions as needed. Adhere to the requirements of the sections of the
NMSA 1978
related to the procurement and the responsibilities of the Chief Procurement Officer outlined in Section 13-1-34. Audit, approve or reject and process purchase documents including contract documents. Oversight of the processing of Purchase Orders and Payment Vouchers and other tasks assigned for Program Support. Also includes management of the W-9s and contact with vendors. Audit travel documents for compliance with internal policies and procedures and the policies and procedures of regulating agencies. Process all advances and recoupments. Who are the customers? The primary customers will be vendors doing business with the Energy, Minerals and Natural Resources staff, the State of New Mexico, Department of Finance and Administration, General Services Department, other agencies and contractors/suppliers Ideal Candidate The primary customers will be vendors doing business with the Energy, Minerals and Natural Resources staff, the State of New Mexico, Department of Finance and Administration, General Services Department, other agencies and contractors/suppliers Minimum Qualification Bachelor's degree in business administration or a related field and eight (8) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling twelve (12) years may substitute for the required education and experience. Employment Requirements Must maintain and possess a current New Mexico Driver's License and obtain a Defensive Driving Certificate. Working Conditions Office setting, extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25lbs.
