Job Description
Posting Details The Law Enforcement Records Bureau (LERB) gathers, preserves, and disseminates criminal justice data in support of public safety. Through state and federal partnerships, LERB serves as the state's official repository for millions of fingerprint records and criminal history records. The bureau functions at a high operational tempo with large volumes of data, records, and modernization projects. Major programs include the Missing Persons, Concealed Carry, Sex Offender Registration, and support to vital law enforcement databases such as NCIC, Triple I, and NIBRS. While administrative in nature, LERB is not a traditional records bureau due to its operational impact and oversight of New Mexico's public safety records, data, and intelligence sharing infrastructure. This position reports to the Director of LERB to provide administrative, purchasing, and procurement support for division operations and management. Why does the job exist? This role exists to deliver administrative support to keep LERB operations running smoothly and efficiently. The senior coordinator ensures that all purchasing, contracting, procurement, and administrative needs are fulfilled accurately, efficiently, and in full compliance with state and federal requirements. LERB manages mission critical criminal justice data systems, biometric infrastructure, and high-volume public facing programs that depend on proactive and timely acquisition of goods and services. The role serves as a vital link between the division, finance, procurement, and partner teams to oversee complex procurement workflows, adherence to deadlines, and safeguard continuity of operations across the division. How does it get done? PROCUREMENT and
CONTRACT MANAGEMENT
Perform full cycle procurement including specifications, quotes, bid solicitation, vendor evaluation, and award documentation. Manage purchase orders, emergency procurements, and multi-year service contracts. Maintain positive vendor relationships, track contract performance, and ensure timely delivery of goods and services. Ensure processes comply with agency policies and state/federal requirements. Maintain accurate and complete audit records, implement quality control measures. (20%) FISCAL STEWARDSHIP andDOCUMENTATION
Implement organized tracking and documentation of expenditures for budget planning and financial reporting. Execute timely and accurate invoice processing. (15%) STANDARDIZATION andPROCESS IMPROVEMENT
Develop and utilize standardized procurement procedures to optimize division efficiency. Identify workflow gaps, collaborate with leadership to address and resolve. Assist in modernization efforts through procurement and administrative expertise. (10%)ADMINISTRATIVE SUPPORT
Provide administrative assistance with scheduling vendor meetings, maintaining contract calendars, and coordinating logistics for equipment or facility related purchases. Perform additional, ad hoc administrative tasks as assigned that support LERB operations. (10%) Who are the customers? LERB leadership, agency employees, state/federal law enforcement agencies, criminal justice entities, regulatory agencies, and members of the public. Ideal Candidate LERB leadership, agency employees, state/federal law enforcement agencies, criminal justice entities, regulatory agencies, and members of the public. Minimum Qualification Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Successful employment is contingent upon passing a national fingerprint-based background check prior to employment. Continued employment requires a felony-free record, in compliance with the CJIS Security Policy. Statewide travel is required, and the incumbent must possess and maintain a valid New Mexico driver's license. Working Conditions This position is based in an office environment, involving extensive use of computers, video display terminals, and telephones, with extended periods of sitting. Physical requirements include the ability to lift and carry up to 30 pounds, along with frequent walking, standing, sitting, and bending. Occasional statewide travel may be required. Working hours are Monday to Friday, 8 AM to 5 PM, with a 1-hour lunch. Currently, DPS does not offer telework arrangements. Supplemental Information Do you know what Total Compensation is?
