POSITION SUMMARY:
Assist with the central purchasing function in accordance with established department procedures, County policies, State and Federal Regulations. Work requires contact with vendors and department representatives. Duties are usually carried out with considerable independence under the supervision of the Purchasing Director. This employee may be asked to assist co-workers with a higher level of duty or to fill in for another position within the department when needed.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Review, analyze, and evaluate vendor terms and conditions, contracts, quotes, and agreements to ensure compliance with County policies and applicable laws. Identify risks, inconsistencies, or unfavorable clauses and coordinate revisions with vendors and internal stakeholders. Review and manage vendor-provided Certificates of Insurance (COIs) to ensure required coverage types, limits, endorsements, and additional insured provisions are compliant with County requirements. Track expiration dates of insurance certificates and coordinate renewals with vendors to maintain continuous compliance. Maintain complete and accurate contract and insurance documentation in accordance with public procurement and audit requirements. Maintain contract pricing and vendor information within the County's ERP system. Manage the development and administration of Requests for Proposals (RFPs). Collaborate with user departments to develop specifications, scopes of work, evaluation criteria, and timelines. Coordinate advertising, pre-proposal meetings, proposal openings, and the evaluation process. Prepare bid tabulations, evaluation summaries, award recommendations, and contract notifications. Serve as a point of contact for vendors during formal sourcing events. Ensure procurement activities comply with County policies and applicable Commonwealth and Federal regulations. Respond to vendor inquiries regarding contract status, solicitation requirements, insurance compliance, and procurement procedures. Maintain active membership in the Pennsylvania Public Purchasing Association (PAPPA) chapter of NIGP - The Institute for Public Procurement. Perform other duties as assigned.
QUALIFICATIONS REQUIRED

The requirements listed below are representative of the knowledge, skill and/or ability required. Associates Degree or Bachelor's Degree from a regionally accredited college or university in any field of study preferred. Knowledge of county policies, procedures, departmental and procurement activities is preferred. Experience procuring goods and services, processing requisitions and requesting competitive quotes with the responsibility of at least $2 million in purchases annually, public procurement experience preferred. Specific experience with strategic sourcing, contract administration, and vendor negotiations is preferred. Certified Professional Public Buyer (CPPB) Certification issued by the Universal Public Purchasing Certification Council (UPPCC) for NIGP The Institute for Public Procurement or other equivalent professional certification preferred OR the eligibility for and attainment of certification in the first five years in the position. Possess excellent computer skills with a working knowledge of Microsoft Office Suite computer program including Microsoft Word, Microsoft Excel, and Microsoft SharePoint; experience with Infor CloudSuite ERP is preferred.
