Full Job Description TITLE:
AGENT - CONSTRUCTION PURCHASING PURPOSE
The Construction Purchasing Agent I is a skilled industry professional in facilitating and coordinating projects-oriented purchasing and procurement. Position is responsible for pursuing and establishing District contract engagements in compliance with prescribed contract specifications and purchasing policies and procedures, and is engaged in all facets of the project life-cycle from initiation through closure. Remote-Hybrid work applicable after probation period.

(KSAs) Knowledge In-depth knowledge of public procurement methods including ITB, RFP, RFQ, CCNA-based selection processes, and negotiated GMP procurement. Working knowledge of Florida public procurement statutes , including but not limited to procurement thresholds, competitive solicitation requirements, protest procedures, and audit compliance expectations. Knowledge of construction delivery methods (CM at-Risk, Design-Bid-Build, Design-Build) and associated contractual risk allocation. Understanding of construction cost structures , including GMP development, contingency management, allowances, and change orders. Knowledge of contract law principles as applied to public construction contracting, including indemnification, insurance, bonding, and dispute resolution. Familiarity with SBE participation programs , workforce requirements, and compliance tracking. Skills Demonstrated skill in negotiating complex, high-dollar construction contracts , including scope clarification, fee structures, general conditions, and risk allocation. Strong analytical skills in evaluating proposals , cost breakdowns, and contractor qualifications to support best-value recommendations. Ability to independently develop, manage, and administer solicitations from planning through award with minimal supervision. Advanced skill in drafting and editing procurement documents with a high degree of accuracy and regulatory compliance. Effective stakeholder management skills, including the ability to facilitate consensus among architects, engineers, contractors, legal staff, and internal departments . Strong written communication skills tailored to formal, auditable public procurement records (e.g., tabulations, award recommendations, negotiation memoranda). Proficiency in procurement and contract management systems and advanced use of spreadsheets for cost and proposal analysis. Abilities Ability to exercise sound independent judgment in interpreting policies, resolving procurement issues, and making recommendations on complex contracting matters. Ability to balance compliance requirements with project delivery needs , ensuring both regulatory adherence and operational efficiency. Ability to manage multiple concurrent procurements with competing deadlines and priorities in a high-volume environment. Ability to identify risk and proactively mitigate contractual, financial, and schedule exposure . Ability to work both autonomously and collaboratively , contributing effectively within cross-functional project teams while maintaining ownership of assigned procurements. Ability to navigate sensitive or contested procurement situations (e.g., protests, vendor disputes, non-performance) with professionalism and procedural integrity. Ability to quickly develop subject matter familiarity across a variety of construction project types (remodel, renovation, new construction, modernization).
QUALIFICATIONS 1.
Bachelor's degree in business administration or related field. 2. Three (3) years of progressive industry experience in projects-oriented procurement activities involving securing contracting, materials, services, and supplies according to project timelines, contract specifications, and project budgets. (Example industries include, but are not necessarily limited to, capital construction, manufacturing, transportation systems, and utilities infrastructure.). 3. Prefer experience for a medium- to large-scale public institution or private firm engaged in capital construction contracting. 4. OR two (2) years of District experience as a Purchasing Agent III with direct participation in capital construction contracting activities and related services. 5. Prefer designation as Certified Public Purchasing Buyer/Officer (CPPB/O) by the National Institute of Governmental Purchasing, OR Certified Purchasing Manager (CPM) by the Institute for Supply Management. 6. Knowledge of local, state, and federal regulatory laws, standards, procedures, practices, and guidelines governing public purchasing and procurement. 7. Knowledge of Florida Statutes, State Board of Education Administrative Rules and best business practices governing contracting and construction of educational facilities (preferred). 8. Demonstrated ability to work with diverse groups and effectively communicate, both orally and in writing. 9. Knowledge of current computing technologies and software applications appropriate to the position's job responsibilities.
Essential Functions:
1. Prepares, edits, and reviews construction package documents being issued for bids and requests for proposal (RFPs) and provides a control point for contract-related records. 2. Prepares, edits and reviews "Advertisement for Bid" documents, providing single point control over all related contract documents and change notices. 3. Oversees vendor pre-qualification program, i.e., reviews contractor documentation, maintains files, and makes recommendations related to contractor prequalification, bonding capacity, insurance, and financial conditions. 4. Maintains documentation of appropriate insurance for all bids and/or contracts as required by School Board Policy, standard operating procedures, departmental practices, and industry guidelines. 5. Engages in all phases of the project life-cycle, including pre-planning, strategic planning, project implementation, performance monitoring, and project close. 6. Meets and communicates effectively with the general public, staff members, administrators and other stakeholders; demonstrates tact, courtesy, and professionalism in all interactions. 7. Negotiates construction-related contracts with architects, engineers, contractors and their designated representatives; participates in strategic planning related to project procurement. 8. Receives, tracks, and records submittals, change orders, and related project documents; evaluates for adherence to contract parameters, project specifications, and established budget(s). 9. Exercises direct contact with contractors and representatives to ensure performance and follow-up on alleged discrepancies and/or non-performance; works to resolve issues of non-performance or any contract-related concerns or issues accordingly. 10. Ensures adherence to project schedules and contract deliverables according to established timelines and contract specifications, from project initiation through final close. 11. Supervises, evaluates and reviews work of assigned personnel. 12. Implements programs, policies and procedures in accordance with School Board priorities. 13. Leads problem-solving initiatives applicable to assigned projects/contracts, including collaborative efforts that include both internal staff and external resources. 14. Maintains current knowledge of industry and regulatory trends and developments applicable to the construction contracting and procurement for application to areas of responsibility.
Performance Effectiveness Criteria:
In addition to the employee being responsible for each of the performance responsibilities listed herein, annual progress will be assessed with respect to support and achievement of the District Strategic Plan and associated applicable scorecards. 1. Follows adopted policies and procedures in accordance with School Board priorities. 2. Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District's Mission Statement. 3.
