July 2026 SUMMARY The Purchasing Officer works under the general supervision of the Assistant Finance Director and serves as a professional resource for all operating and capital purchases for the City of Tullahoma, Tullahoma Municipal Airport and Tullahoma Area Economic Development Corporation. This position is responsible for compliance with federal, state, and local purchasing regulations, as well as maintaining and enforcing the Citys purchasing policies, including asset management and surplus sales. In addition to purchasing responsibilities, this position oversees insurance functions, provides general accounting support, assists with the development and implementation of the Citys operating budget and serves as oversight and backup for accounts payable.
EXAMPLES OF RESPONSIBILITY
Administers and maintains purchasing policies and ensures compliance with applicable federal, state, and local regulations.

Coordinates the competitive bid process, including preparation, review, and award in accordance with applicable requirements.

Assists departments with purchase requisitions, including obtaining quotes, verifying approvals, and issuing purchase orders.

Reviews and processes travel requests and reimbursements for compliance with policy.

Procures supplies and services in accordance with established procedures.

Provides support and backup for accounts payable function.

Assists with budget preparation and monitoring.

Oversees surplus property disposition and maintains related records.

Maintains fixed asset and vehicle records, including coordination with insurance as needed.

Assists with annual insurance renewal policies and departmental updates, adds new items to insurance and notifies of deletions.

Assists with audit preparation and related financial documentation.

Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of public purchasing procedures and general accounting practices.

Ability to interpret and apply policies, laws, and regulations.

Strong organizational, analytical, and communication skills.

Ability to maintain effective working relationships with employees, officials, vendors and the public.

Proficiency in computers and relevant software.

Ability to maintain confidentiality.

Valid Tennessee Drivers License
EDUCATION, TRAINING AND EXPERIENCE QUALIFICATIONS
Bachelors degree in Public Administration, Business Administration, Finance, or related field.

Five (5) years of experience in purchasing, accounting, or a related field, preferably in government.

Certified Municipal Finance Officer (CMFO) or ability to obtain within two (2) years.

Equivalent combinations of education and experience may be considered.
ADA REQUIREMENTS
Physical Requirements - Physical demand requirements are at levels for those of sedentary work. Must be able to lift and/or carry weights of five to ten pounds and occasionally up to forty pounds; occasional bending, kneeling, stooping and reaching above shoulder level; manual dexterity in the use of fingers, limbs or body to operate office equipment; may involve extended periods of sitting at a keyboard. Sensory Requirements - Tasks require visual perception and discrimination including color and depth. Tasks require perception and discrimination of sound.
