ESSSENTIAL JOB FUNCTIONS
Procurement:
Oversees procurement of goods and services, the issuance of purchase orders and contracts, preparation of purchase recommendations, small works roster and contract administration. Finds and evaluates suppliers, products, and services. Prepares and distributes bids, request for proposals (RFP), invitations to bid (ITB), and other solicitation documents related to the purchase of supplies, vehicles, equipment and services. Provides guidance to departments in the interpretation of purchasing requirements and procedures as prescribed by state and federal agency regulations and grant requirements Assists with contract negotiation and acquiring cost-efficient deals without compromising quality. Consults with other department managers regarding technical specifications of bids. Responsible for the timely distribution and posting of documents as required. Selects the type of procurement and creates evaluation criteria. Researches scope and specifications, develops and administers contracts. Ensures the procurement process complies with agency, local, state, and federal regulations. Schedules and coordinates meetings related to procurement. Conducts pre-bid meetings, and public bid openings. Reviews terms of the contract and price analyses as required. Coordinates and facilitates the bid/proposal evaluation process, and selection of supplier. Develops and maintains a list of competitive sources for supplies and services and establishes professional working relationships with vendors. Responsible for the procurement of goods and services and contract administration for grant funded projects as required. 12. May work with third party contractors for more complex projects and procurement processes. Assembles, and completes required forms for the purchase of goods and services, for state and federal grants such as prevailing wage, initial cost estimate, federally excluded vendors, contract clauses, and may assist in developing strategies to encourage Disadvantaged Business Enterprise (DBE) participation. Facilitates training of staff in the implementation of purchasing policies and procedures. Works closely with legal to ensure alignment with lawful procurement contracts, obtains final approval on contracts over $10,000. Issues award letters and work-orders and executes vendor contracts to purchase goods and services in a cost-effective manner. Creates correspondence; maintains records, reports and files to document procurement activities and purchases. Analyzes market trends and assesses supplier performance. Creates a buying strategy based on the Agency's budget and necessary supplies. Attends meetings and training occasionally held on weekends or at night and may include travel to external locations. Acts in accordance with company policies, procedures, federal and state laws and regulations. Performs job tasks professionally with the highest ethical regard and discretion for confidential information. Performs other duties as assigned.

Contract cost and price analysis principles and practices. Contract law and ability to interpret terms and conditions. EDUCATION AND EXPERIENCE
Bachelor's degree in Finance/Accounting, Public or Business Administration, or related field from an accredited four-year college/university required. Five (5) plus years' of progressively responsible procurement and contract administration experience required. Government or public sector finance experience preferred. An equivalent combination of education and experience sufficient to perform the essential functions of the job will be considered.
LICENSES, CERTIFICATION AND SPECIAL REQUIREMENTS
Employment contingent upon an employment reference check, post job offer criminal background check, credit check and a five year motor vehicle history check, the results which are acceptable as determined by the employer. Must be able to obtain and maintain any license or certification required for the job. Valid Washington State driver's license at time of hire and ability to maintain licensing during length of employment.

WORKING CONDITIONS
Duties performed primarily in an office environment while sitting at a desk or computer with the remainder of the time walking within Island Transit's office buildings. Requires stooping, reaching, bending, and lifting of office supplies and equipment. Subject to noise from office machines. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Duties may involve some travel to other locations to conduct work and/or attend meetings/conferences. May be required to work outside normal schedule .
