Job Description

Position Summary We are seeking a highly experienced and detail-oriented Supply Chain Operations Manager - Import (Ocean & Air) to lead and oversee our New York office import operations within our freight forwarding and NVOCC division. This role is responsible for managing end-to-end ocean and air import processes, ensuring regulatory compliance, optimizing operational performance, and driving service excellence. The ideal candidate possesses deep knowledge of international logistics, strong leadership capabilities, advanced proficiency in CargoWise, and the ability to manage cross-functional teams in a fast-paced, deadline-driven environment. Bilingual English/Chinese communication skills are required to support global partners and domestic clients. This position plays a critical role in operational control, compliance management, customer retention, and long-term business growth. Key Responsibilities 1. Import Operations Management (Ocean & Air) Oversee full-cycle import operations including FCL, LCL, air freight (direct and consolidated), and special cargo. Manage complete documentation flow including
HBL, MBL, AMS
filings, ISF (10+2), arrival notices, delivery orders, and customs coordination. Ensure strict compliance with U.S. Customs regulations, TSA requirements, bonded cargo procedures, and international trade laws. Monitor shipment milestones from origin departure through final delivery. Coordinate closely with customs brokers, carriers, co-loaders, truckers, CFS stations, and warehouses. Proactively resolve shipment delays, documentation discrepancies, customs holds, and carrier issues. Maintain strong service performance and ensure client KPIs are consistently met or exceeded. Oversee demurrage and detention control strategies to minimize additional costs. 2. Compliance & Risk Management Ensure all import filings (AMS, ISF) are submitted timely and accurately. Maintain compliance with CBP regulations, bonded warehouse requirements, and TSA security standards. Implement internal audit controls to reduce operational and regulatory risk. Stay updated on regulatory changes affecting import operations. Manage claim handling procedures for damaged or lost cargo. 3. Leadership & Team Management Lead, supervise, and mentor the import operations team. Establish clear performance expectations and KPIs. Conduct regular performance evaluations and coaching sessions. Develop structured training programs for documentation accuracy and system usage. Manage workload distribution to ensure timely processing and delivery. Foster a high-performance, accountability-driven team culture. 4. Process Optimization & SOP Development Develop, implement, and continuously improve Standard Operating Procedures (SOPs). Identify operational bottlenecks and implement efficiency improvements. Standardize documentation processes to minimize errors and rework. Strengthen communication workflows between Operations, Sales, and Accounting departments. Improve visibility of shipment tracking and reporting systems. 5. System & Data Management (CargoWise Focus) Utilize CargoWise for shipment processing, milestone tracking, billing coordination, and operational reporting. Ensure accuracy and completeness of shipment data within the system. Monitor system usage and enforce data integrity standards.
Generate operational KPI reports including:
On-time delivery rate Customs clearance performance Demurrage/detention metrics Shipment volume analysis Collaborate with management to implement system enhancements for improved automation and reporting. 6. Cross-Functional Collaboration Partner with Sales to support client onboarding and pricing strategy. Coordinate with Accounting for billing accuracy, accruals, and vendor payment verification. Support customer service initiatives to strengthen client retention and growth. Maintain strong working relationships with overseas agents and carrier representatives. Qualifications Minimum 7+ years of experience in Freight Forwarding / NVOCC import operations (Ocean & Air). Minimum 2+ years in a supervisory or managerial capacity.
Strong working knowledge of:
U.S. Customs regulations (CBP)
AMS / ISF
