President / Director of Airports Premier Employment Solutions - 2.4 Topeka, KS Job Details 19 hours ago Qualifications Driver's License Bachelor's degree Delegation Full Job Description President / Director of Airports The President / Director of Airports ("President") shall be the chief operating officer of MTAA and in charge of the day-to-day operations of MTAA, the overall operations of the organization, and administering statutory and MTAA Board of Directors ("Board") directed functions. The position is primarily responsible for the planning, organizing and directing the efficient operation of the MTAA, which includes the commercial airport- Topeka Regional Airport (Part 139 Certificate); the general aviation airport - Philip Billard; as well as the Topeka Regional Business Center. The position is responsible for assisting in the economic development of the Topeka and Shawnee County area, especially as it relates to leveraging the use of the local airport facilities. It is the President's responsibility to define the development activities and tactics to implement the strategies set forth by the MTAA Board of Directors, and to advise the Board of any updates to these strategies which may be needed. The President is classified as a Fair Labor Standards Act (FSLA) exempt position. The President shall serve at the pleasure of the Board as an at-will employee and is subject to the MTAA Personnel Policy. Nothing herein shall be construed to alter the President's status as an at-will employee. The Board shall establish the duties, responsibilities and compensation of the President from time-to-time, provided that any such duties and responsibilities are consistent with the applicable law, the Bylaws and the Personnel Policy.
Essential Job Functions:
Maintains, operates, leases, develops, improves, acquires and replaces the real property, personal property, and airport facilities of MTAA in accordance with the applicable federal, state and local laws, airport sponsor assurances, the Airport Improvement Program, contractual obligations, and policies and directives of the Board. Maintains and oversees programs to comply with FAA directives, advisory circulars, grant programs and various applicable federal regulations administered by the FAA relating to operations and development, including without limitation 14 CFR Part 139 Certification of Airports, Part 77 Objects Affecting Navigable Airspace, Part 150 Airport Noise Compatibility, Part 152 Airport Aid Program, and 49 CFR Part 1542 Airport Security. Responsible for compliance with applicable law enforcement requirements and fire department operations. Works with engineer and development team with respect to development and airport improvement projects. Oversees the budget and all financial transactions and activities affecting the efficient and economical operation of the public airports operated by MTAA. Advises the Board regarding strategic goals and objectives. Manages and supervises all MTAA personnel, provided that the President may delegate day-to-day supervision to department heads identified on MTAA's organization chart and in accordance with MTAA's Personnel Policies and Procedures. Implements Board policies and directives. Provides reports to the Board on the subject matter and frequency as may be established by the Board from time-to-time. Performs all other duties and responsibilities as the Board may designate, as required. Additional duties and responsibilities may be added to this Job Description at any time. Qualifications:
A Bachelor's degree in business or a related field is required. MBA or higher advanced degree preferred. With eight (8) to ten (10) years of work-related experience in a similar role with the proven ability to make critical decisions and to drive positive operational and financial performance is required OR, any equivalent combination of training and /or experience that provides the required knowledge and abilities. Intermediate computer and word processing skills, in particular Microsoft Word, Excel, PowerPoint and Outlook. Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique and coordination of people and resources. Knowledge of airport construction practices with respect to horizontal and vertical construction. Knowledge of employment practices and related laws, regulations and standards. Ability to provide strategic direction, leadership and vision to MTAA employees. Ability to effectively communicate, present information and respond to questions, both verbal and written. Ability to organize, multi-task, plan and set priorities with minimal supervision. Ability to work independently and in team settings. Ability to exercise good judgment with a strong attention to detail. Maintains stability and operates effectively during emotional and stressful situations. Strong interpersonal communication skills and the ability to establish and maintain effective working relationships across all levels of MTAA. Demonstrated poise, tact, and diplomacy with the ability to handle sensitive and confidential information and situations.
Physical Demands:
Regularly required to speak and hear, sit, stand, walk, reach and use hands. Ability to read computer screens for an extended period of time. Ability to lift up to 25lbs. Ability to travel, as needed. Valid driver's license is required. IND 4
