Job Description

Lake Superior Community Health Center is currently seeking a Chief Operating Officer. The COO must be hands-on and leads by example to motivate and mentor staff to deliver measurable, accountable, cost-effective results that further the mission of LSCHC. The COO is an integral part of the leadership team and oversees and directs all internal operations at each of LSCHC's clinic sites. The COO is also an essential contributor to the clinic's growth planning process and helps to share the future of a growing, financially healthy, well-respected clinic Reporting to the CEO, the COO takes the lead role in building, implementing and overseeing the clinic's systems, processes, workflows and procedures. The COO has bottom line responsibility for leading and managing all operational and administrative aspects of the organization to ensure efficient operations, including the establishment and achievement of patient encounter targets and other budget related targets, and the achievement of quality and service excellence goals . The COO will be actively engaged in strategic decision making and in ensuring that strategic initiative are woven into the clinic's operations. Some specific areas of responsibility include supervision of the clinic managers, telehealth, HPSA/NHSC management, achievement of patient targets, workforce development (in collaboration with HR), HRSA compliance and OSV readiness, and all other aspects of operational performance. The COO will work closely with the facilities manager on infrastructure projects.
Primary Responsibilities:
1. Design and implement business operations strategies, plans, and procedures. 2. Oversee operations of the company. 3. Establish policies that promote company vision and culture; manage the policy and procedure process to ensure that policies are updated as may be required and meet federal, state and HRSA requirements. 4. Set performance and growth goals and measure progress to goals using agreed upon key performance indicators. 5. Manage relationships with vendors and partners. 6. Work with HR to develop and implement staffing programs to attract the best applicants and improve employee retention. 7. Collaborate with the CEO and other members of the leadership team on the implementation of strategic plans. 8. Lead the process of working with clinic managers and clinical directors to establish budgeted targets for patient visits and associated staffing that are consistent with industry standards 9. Supervise and mentor the clinic managers, working with them to ensure that operations are effective and efficient, and that budget targets and other goals are met. 10. Create and lead process improvements in clinic operations that lead to efficient and effective patient care. 11. Manage safety and emergency preparedness activities for the clinic and chair the Safety Committee. 12. Work cooperatively with the CEO to develop and maintain a culture that supports the mission and promotes collaboration in the achievement of organizational and individual goals. 13. Ensure that operational areas meet all HRSA program requirements 14. Integrate leadership and oversight responsibilities with daily operations 15. Establish an environment that supports service excellence, high morale, and open communications 16. Work with the CEO and Manager of QI, Compliance and Risk to fully implement the risk management plan and participates in risk management related activities 17. Work with HR and with the clinic managers to ensure the union contract is honored 18. Work with HR and with clinic managers to establish robust recruiting and retention programs, including working with recruiting companies where applicable, and with various school programs to increase the pipeline of qualified applicants 19. Actively participate in WPHCA and MNACHC activities to further personal and professional growth and to represent
LSCHC 20.

Demonstrated professionalism and positive leadership in leading and managing numerous major projects while consecutively maintaining day to day clinical operations at the highest level. Confidence to handle and solve problems on a routine basis while maintaining the standards of the clinic Demonstrated positive interpersonal skills when working with executive leaders, coworkers, staff, community members and patients Ability to effectively handle and diffuse crisis situations when they rise. Ability to listen to staff and patient issues and solve the problems while doing the right thing for all parties involved. Outstanding project management skills and demonstrated experience leading successful clinic-wide projects Knowledge of health care environment and industry standards. Knowledge of principles and practices of operations management. Knowledge of practice management and computer systems, programs, and applications. Skill in organizing work, delegating and achieving goals and objectives. Skill in understanding finances and in financial analysis. Experience:
Proven experience as a clinic director or administrator or comparable role 10+ years of management experience with concurrent experience in HR/supervision/mentoring Sophisticated understanding of business functions such as finance, HR, and operational management. Proven experience in strategic planning and business development. Strong decision-making and problem solving skills. Excellent written, oral, and client-facing communication skills. Experience in public speaking. Proven organizational and leadership skills. Proven experience with successfully managing complex budgets. Working knowledge of data analysis and performance metrics. Comfortable using MS Office suite.

$92,500.00 - $111,925.00 per year
