Friends of Cyrus, a leading provider agency serving individuals with Intellectual and Developmental Disabilities (IDD), seeks an experienced and hands-on Chief Operating Officer to oversee all daily operations across our residential and day program services. The ideal candidate will be actively engaged in program operations, staff management, and direct service oversight. Reports directly to the Chief Executive Officer Key Responsibilities Oversee all operational aspects of residential and day programs serving adults with IDD (age 21+) Ensure compliance with New Jersey IDD regulations and licensing requirements Serve as primary liaison with the New Jersey Division of Developmental Disabilities (DDD) Manage all DDD communications, audits, compliance reviews, and regulatory submissions Manage program budgets, staffing, and resource allocation Supervise Vice Presidents, program directors, supervisors, and direct support professionals Conduct regular site visits and quality assurance reviews Develop and implement operational policies and procedures Ensure person-centered care and quality of life standards Collaborate with CEO on strategic planning and organizational goals Address day-to-day operational challenges, staff and family concerns Maintain regulatory compliance and documentation Required Qualifications Master's degree (preference for Business Administration, Public Health, or related field) Minimum 10 years in a leadership position within IDD services Thorough knowledge of New Jersey regulations and licensing standards Demonstrated experience interfacing with the Division of Developmental Disabilities Proven experience managing residential and day programs Strong operational management skills Excellent communication and problem-solving abilities Valid driver's license; willingness to travel between sites What We Offer Competitive salary commensurate with experience (200K to 250K) Comprehensive benefits package, travel allowance. Duties:

Develop personal and professional credibility, gain respect, and build trust with leadership within the System particularly with physician leadership. Interact constructively and collaboratively with all colleagues and physicians such that communication and all relationships are strengthened. Advises the Chief Executive Officer (CEO) of Friends of Cyrus II on the organization's operational performance, partnering with Friends of Cyrus II Chief Finance Officer (CFO) for marrying financial and operational performance goals and results. Provides support for the strategic planning process and business plan development activities, including accountability for provider and practice onboarding and integration In partnership with the Chief Executive Officer of Friends of Cyrus II, develops strategies/alternatives for optimal performance by collaborating with leaders from revenue cycle, managed care, and coding areas. Responsible for measuring and improving overall patient satisfaction. Working with Human Resource leadership, measure and improve employee satisfaction. Thorough understanding of all third-party payer agreements (including Medicare and medical assistance) including fee for service, pay for quality programs and at-risk arrangements. Accountable for achievement of pay for quality and at-risk performance standards. Ensure the effective management of the resources by recruiting and retaining highly qualified individuals, establishing and monitoring employee development plans and programs for department heads and communicating expectations on a regular basis. Prove goal-oriented direction to subordinates; assist with problem solving as need arises and notifies individuals promptly when adjustments or problems are perceived. Ensure that the highest possible quality of care is delivered to the individuals by continuously monitoring quality assurance plans and procedures and establishing programs to improve quality whenever possible. Establish and maintain effecting working relationships with the medical staff, ensuring that their needs and concerns are addressed promptly and effectively. Attend promptly to the administrative details of the position, including the signing of documents, preparations of reports, completion of performance appraisals and other employee-related actions. Ensure that all operations of the organization are carried out in an ethical, responsible manner. Participates in development of service line operating plans, organizational structure, and objectives for efficient and effective management. Participates in recruitment and retention of nonprofessional staff. Interprets policies, objectives, and operational procedures. Analyzes and recommends changes in organizational systems, policies and procedures and ensures their implementation. Participates in the evolution and refinement of population health growth and patient care initiatives. Undertakes special projects as directed by the Chief Executive Officer of Friends of Cyrus II.
