The Grants and Contract Specialist I/II supports the Grants and Contract Manager/Sr. Grants and Contract Manager in monitoring and coordinating all phases of grants from award through close-out across the Reentry and Recovery department. This position plays a critical role in grants administration, implementation, compliance, and reporting, contributing to the effective delivery of services provided to Alaska Native and American Indian participants. Working in partnership with our people, this role develops opportunities that fulfill our endless potential by maintaining alignment with CITC's mission and values. The position provides oversight of department contracts, memorandums of agreement (MOAs), and sub-recipient agreements, requiring strong organizational and analytical skills, attention to detail, and the ability to manage complex grant requirements while maintaining effective working relationships with internal and external stakeholders.Duties and Responsibilities:
Grants and Contract Specialist I Support the preparation and submission of all required grant reports, ensuring accuracy and timeliness. Coordinate with the Grants and Contract Manager/Sr. Grants and Contract Manager to ensure compliance with due dates for submission of budget, technical, and programmatic reports to federal, state, and private funding agencies. Monitor project and program spending to ensure compliance with state and federal guidelines while supporting annual spenddown efforts. Engage with the Grants and Contract Manager/Sr. Grants and Contract Manager to revise program budgets throughout the year and the life of projects as needed. Support the creation of detailed line-item budgets for program managers and supervisors to facilitate effective resource management. Manage and support internal grant tracking and reporting systems to ensure timely completion of all required documentation and deliverables. Update and revise department contracts, MOAs, and sub-contractor agreements to maintain current and compliant documentation. Obtain and process invoices related to grants and contracts, ensuring proper documentation and timely payment. Serve as liaison between assigned department(s) and CITC finance, accounting, compliance, and legal teams to facilitate effective communication and coordination. Participate in training sessions and webinars associated with funded projects to maintain current knowledge of grant requirements. Monitor grant progress and work with management to ensure funds meet the conditions and expectations of funding agencies. Establish and maintain effective working relationships with internal and external stakeholders. Maintain confidentiality according to all state and federal regulations, policies, and procedures. Perform all related duties as assigned. Grants and Contract Specialist II Perform all duties and responsibilities of the Grants and Contract Specialist I with an advanced level of proficiency. Work as a senior liaison between the assigned department(s) and CITC for accounting, compliance, and legal teams; address escalated situations as needed. Provide support, guidance, and mentorship to Grants and Contract Specialist I staff as needed. May serve as acting supervisor/manager during the supervisor/manager's absence.Job Specifications:
Excellent verbal and written communication skills with ability to interact sensitively and effectively with participants, external agencies, and coworkers. Strong writing skills with exceptional attention to detail and accuracy in fact reporting. Demonstrated ability to apply knowledge of principles, practices, and methods associated with grant research, writing, compliance, and reporting. Ability to develop, lead, and manage projects both independently and as a team member. Excellent time management skills with ability to work under pressure and prioritize workload effectively. Demonstrated ability to make decisions and exercise good judgment in complex situations with minimal supervision. Proficiency in operating computers and standard office equipment. General knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.Minimum Core Competencies:

Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check. Grants and Contract Specialist I Bachelor's degree in Public Administration, Business Administration, Planning, or closely related field. Relevant experience may substitute for the education requirement on a year-for-year basis. Two (2) years of experience in grant management, contracts management, program development, and/or community planning. Grants and Contract Specialist II Bachelor's degree in Public Administration, Business Administration, Planning, or closely related field. Relevant experience may substitute for the education requirement on a year-for-year basis. Four (4) years of experience in grant management, contracts management, program development, and/or community planning.Preferred Qualifications:
Experience working with federal and state grant programs. Knowledge of justice-related programs, recovery services, family wellness, and/or reentry programs. Experience working with Alaska Native organizations or tribal entities. Certified Grant Professional (CGP) or similar certification.Physical Requirements:

May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion. The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary. Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
