Job Description

About Us:
The City of Glendale Parks and Recreation Department is split into two distinct areas: The Parks Division manages and maintains all public parks, open spaces, trails, storm water retention basins, landscaping at municipal facilities and Thunderbird Conservation Park. The Division is also responsible for monitoring and ensuring the safety and security of park and facility use. The Recreation Division offers opportunities to enhance the social, physical, mental and economic health of our community through a variety of diverse recreation programs and facilities. Recreation programs and events are held at the Foothills Recreation and Aquatics Center, the Glendale Adult Center, Historic Sahuaro Ranch, the five community centers and at basketball, tennis, skate courts and other recreation facilities throughout the city.
The Role:
Under general direction, manages and oversees contract administration and compliance activities for landscape maintenance, city facilities, rights-of-way, and other contracted services. This position is responsible for developing, negotiating, implementing, and monitoring contracts to ensure compliance with contractual requirements, performance standards, and service expectations. The incumbent serves as the primary liaison between the City, contractors, and internal stakeholders; evaluates contractor performance; resolves contract-related issues and customer concerns; coordinates contract schedules and activities; and provides recommendations to improve service delivery and operational efficiency. The position may also assist with staff coordination, the preparation of reports, performance metrics, and contract documentation.
Salary:
This position is: FLSA non-exempt, and will earn overtime for any hours worked over 40 in a week. A Grade 318 with with an annual salary between $63,107.98 - $94,662.10•. •

This is an updated salary range which becomes effective on June 27, 2026.

Holiday, Vacation, and Sick Leave:
Regular status positions offer: The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave to celebrate their cultural or religious holidays throughout the c alendar year.
Vacation leave accrues at:
5.33 hours per pay period (138 hours/17.25
  • days per year) Increases to 6.12 hours after 5 years Then caps out at 7.6 hours after 10 years of service. Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days
  • per year).
  • Days per year estimates are based on an 8-hour work day.
Retirement:
This position participates in the Arizona State Retirement System (ASRS). The current contribution rate is 12%. Contributions are mandatory, and are collected each pay period.

Oversees and monitors day-to-day contract compliance activities including policies, procedures, contract negotiation and contract execution. Manages contractor performance for compliance to contract terms and conditions by monitoring contractor performance; preparing contractor performance evaluations; meeting with contractor to explain performance evaluations and obtain feedback; reporting and resolving complex contract issues. Collaborates with other departments to ensure appropriate ongoing monitoring of contracts for compliance with contract deliverables, milestones, and requirements. Resolves procedural, operational, and other work-related problems as it relates to contracts. Receives and resolves complaints from internal and external customers regarding contracted landscape maintenance areas, city facilities and other properties and relays them to contractors and monitors compliance. Develops new contracts by researching purchase history, deciding and preparing effective supplemental terms and conditions and deciding and preparing effective contractor performance measurements. Coordinates contractor and customer scheduling. May develop and maintain a database of contracts, amendments and changes, and update the database for assigned contracts, creating and updating spreadsheets with status of existing contracts and any other pertinent information. Leads contract negotiations and manages all changes to existing contracts. Prepares reports by collecting, analyzing and summarizing information regarding contractor performance and contract status as needed or as requested. Leads all new contract expectation meetings as well as ongoing contractor compliance meetings. Makes recommendations for improved contracting services. May operate city vehicles depending on area of assignment. Performs other related duties as assigned. Three years of progressively responsible experience related to contract compliance, contract administration, contract performance or similar. Some college preferred. Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
