POSITION SUMMARY
The Proposal Manager supports the development, coordination, and submission of high-quality proposals, qualifications, and marketing materials for heavy industrial engineering and consulting projects. This role collaborates closely with engineering, project management, business development, and executive leadership to communicate technical capabilities, project experience, and value propositions to industrial clients. As experience increases, the Proposal Manager assumes greater ownership of proposal strategy, content development, scheduling, and cross-functional coordination .
ESSENTIAL JOB FUNCTIONS
Please note: The job descriptions may not be inclusive of all assigned duties, responsibilities, etc. of the job; duties and responsibilities include, but not limited to - Proposal Manager Manage entire proposal schedule and ensure deliverable milestones are met across all delivery methods (T&M, EPC, CM/GC, Design/Build). Oversee proposal production process from start to finish under tight timeframes. Create interview material such as slide decks, presentations, boards, and leave-behinds. Use graphic communication skills to develop proposals, posters, updates, and marketing content. Analyze RFQ's/RFP's and incorporate win themes into proposal strategies. Develop and execute proposal work plans for project pursuits. Write concise, compliant, and client-focused proposal content. Identify and tailor existing company content for proposal use. Edit content, identify gaps, address weaknesses, and support quality control. Coordinate with Division Managers, BD teams, and SMEs. Maintain CRM and marketing databases. Prepare marketing materials and trade shows assets. Manager final project photography and archives. Conduct market sector research to support proposals. Mentor Proposal Coordinators and model proposal best practices.
SKILLS/ FUNCTIONAL COMPETENCY
Proposal Manager Prior experience as a Proposal or Marketing Coordinator managing proposal development (preferably in the engineering or construction industry). Proficient in Adobe, Microsoft Office products, and Bluebeam, particularly Adobe Suite (InDesign, Illustrator, Photoshop), Microsoft Word, PowerPoint, and Excel. Strong team skills and desire to contribute positively to team success is a critical trait. Ability to work directly with subject matter experts and proposal teams to produce technical content that is persuasive, compelling, and compliant with RFP requirements. Strong persuasive writing and editing skills. Excellent command of English grammar, spelling, and composition as well as oral communication and interpersonal skills. Ability to successfully multi-task, communicate, and stay organized to achieve strict deadlines on multiple proposals/efforts at a time.
Strong interpersonal skills:
ability to work well with people at all levels.
Graphic design aptitude:
ability to create layouts for proposals, brochures, newsletters, booklets, posters, signs, and other printed materials is highly desired. Self-starter, ability to meet project deadlines and deliverables without constant or direct supervision. Flexibility to modify work hours as required in support of the proposal process. A high degree of energy, enthusiasm, tenacity, competitiveness, and creativity. Encouraged to submit portfolio or examples of past proposal work as an introduction to your capabilities.
MINIMUM QUALIFICATIONS PER JOB LEVEL
Proposal Manager - Bachelor's Degree preferred in a technical discipline related to engineering; six (6) years of proposal/technical writing experience in the A/E/C industry. Compensation for this role is determined based on a variety of factors including each candidate's relevant experience, industry background, education, and demonstrated skills.
