What does this role look like? Leads teams overseeing proposal activity through subcontractors Basis Of Estimate (BOE) submission for all contract types and supporting programs. Develops sourcing and subcontract program management strategic plans that address overall program capture needs and execution. Acts as the main focal point to the business development team and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability. Responsible for all subcontractor costs, schedule, quality, financial and technical performance requirements to support proposal submittal to the Customer. In this role you will perform subcontract program management duties in support of various programs, including: Acts as the main focal point to the Enterprise Strategic Sourcing (ESS) Supply Chain organization and program pursuit teams. Lead Supply Chain new business pursuits, to include shaping Request For Proposals (RFPs) to subcontractors, understanding strategic initiatives to have a strong position to win, and working with the Supply Chain Management Team through negotiations supporting all Basis of Estimates. Collaborate and communicate long term strategies to develop and implement initiatives that drive streamlining and commonization of subcontracted hardware and processes. Identify and coordinate alternate sources and technology insertion to significantly improve innovation and competition. Leads the development of subcontract specifications, statement of work, and terms and conditions for the procurement of subcontracted hardware with varying contract types. Prepares bid packages, conducts bidders' conferences when needed, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract terms and conditions, completes price analyses to deliver fair and reasonable pricing within proposal artifacts. Responsible for all subcontractor costs, schedule, quality, financial and technical performance requirements to support proposal submittal to the Customer.Basic Qualifications:
To be effective, you will need to possess these basic qualifications: Bachelor's degree from an accredited college. 6+ years professional experience working with suppliers to execute to a baseline on a development program and/or services contracts. Understanding of and/or experience negotiating and securing funding for complex long-term agreements. Must be open to occasional travel approximately ~10% to support Program and/or Supplier visits. You will need to be a US Citizen, and be able to obtain and maintain aUS TOP SECRET /SCI
clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.Please note:

To be effective, ideally, you should also have: Previous professional experience in Proposals and/or Project Management. Knowledge of space hardware products and familiarity with the LM Space Programs. Strong business acumen and the ability to multi-task in a fast-paced team environment and work well under pressure. Proven exceptional strategic communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, program and executive management, with an ability to persuade and motivate action. Demonstrated skills to drive culture change supporting enterprise initiatives (i.e. hardware commonization and insertion into programs, shift to "we vs. me" behaviors). You bring positivity and enthusiasm to every assignment. Possess effective relationship-building skills with peers, stakeholders, and suppliers. The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $104,500 - $184,115. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.Benefits offered:

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays.
