Job Description

Lee County is seeking a proactive and detail-driven Contracts Supervisor to lead a high-performing contracts team for our Human and Veteran Services. This role manages the full lifecycle of contracts funded by federal, state, and local sources; including CDBG, ESG, HOME, Opioid Settlement funds, and other major programs. The Contracts Supervisor ensures strong programmatic, financial, and regulatory compliance while partnering closely with internal staff, community agencies, and county departments to support effective services across the county. What You'll Do Leadership & Team Management Supervise and develop the contracts team, including recruitment, workload management, coaching, training, evaluations, and progressive discipline. Build and refine operational systems, policies, procedures, and workflows to improve staff efficiency. Contract Administration Manage the full contract lifecycle: scope development, legal coordination, negotiation, and execution. Maintain contract management procedures, templates, and guidance to support consistent and compliant practices. Support procurement processes. Compliance & Monitoring Ensure compliance with all federal, state, and local requirements for CDBG (Community Development Block Grant), HOME (HOME Investment Partnerships Program), ESG (Emergency Solutions Grant), Opioid Settlement, and other funding sources. Collaborate with finance staff on budgets, reimbursements, fiscal monitoring, cost allowability, and audit responses. Oversee accurate data collection and reporting for HUD and other funding agencies. Stay current on regulatory updates, best practices, and funding changes; provide guidance to staff and partners. Partnerships & Problem Solving Cultivate strong relationships with partner agencies and resolve contract-related issues as they arise. What We're Looking For Any combination of education and experience equivalent to: A Bachelor's degree in social work, public administration, business administration, public policy, or a related field AND One (1) year of experience in human services or a related field Knowledge of HUD programs, government contracting, and human services funding Strong analytical skills with the ability to interpret regulations, review financial documents, and evaluate program performance Excellent communication, writing, and interpersonal skills Ability to manage multiple deadlines, competing priorities, and complex funding requirements Proficiency with contract management systems, spreadsheets, and government reporting tools Valid driver's license with a clean driving record Preferred Qualifications One (1) year of supervisory experience Fingerprint Screening Requirement This position requires a fingerprint-based background check, as required by law. The screening reviews criminal history and other legally permitted information. Applicants who do not meet the screening requirements will not be eligible for employment.
