Full Job Description Summary:
The Contracts Manager is detail-oriented and solutions-driven while leading and maturing the organization's contract management infrastructure. This role is critical to ensuring legal and regulatory compliance while supporting a wide range of contractual needs across the organization, including government and commercial social enterprise units and traditional corporate and non-profit support departments. Supported business units include Apparel Manufacturing, Janitorial Services, Healthcare Laundering, Third Party Logistics, Mission Services, and Donated Goods Retail operations. The incumbent is comfortable working independently, has relevant experience with both public and private contracts and agreements, including NDAs, MOUs, etc., and is motivated to implement structure, systems, and tools that strengthen contract lifecycle management. This position will require implementing new processes and solutions to improve our internal customer experience and external relationships through a proactive and solutions-oriented approach. This role offers a unique opportunity to shape and formalize Goodwill South Florida's internal processes while serving as the primary contracts subject matter expert and liaison to business units and leadership.Essential Duties and Responsibilities:
Contract Development & Negotiation Draft, review, and negotiate a wide range of contracts, including, but not limited to: Federal, state, and local government contracts (FAR, DFARS, etc.) Commercial agreements (e.g., vendor agreements, service contracts, NDAs) Inter-agency MOUs and partnership agreements Collaborate with business units, external legal counsel (as needed), and executive leadership to structure contracts that support operational and strategic objectives. Ensure contract templates, processes, and risk controls are standardized and enforced across the organization. Develop and maintain standardized templates and playbooks for recurring contract types and agreements. Contract Lifecycle Management & Performance Monitoring Build and manage a centralized, auditable contract management system to maintain documentation, version control, and execution workflows Monitor key dates and deliverables (e.g., option years, renewal periods, reporting deadlines, performance metrics). Track and maintain contract performance metrics across all service lines. Collaborate with operational leaders to monitor compliance with contractual obligations, including quality, delivery timelines, labor requirements, and reporting. Identify potential issues in performance early and recommend corrective actions to ensure successful execution. Develop and manage any customer-directed corrective action plans. Provide regular reporting and analysis to leadership on contract performance status. Compliance & Risk Mitigation Ensure compliance with applicable federal and state laws, including Federal Acquisition Regulations (FAR) and other funding agency requirements. Identify legal and operational risks in proposed agreements and proactively suggest mitigation strategies. Assist in internal and external audits related to contractual compliance. Stakeholder Engagement & Training Serve as the primary liaison between business units and external parties on contractual matters. Provide guidance to organizational team members on contractual obligations, deliverables, and reporting requirements. Educate internal teams on contract policies and best practices to promote organizational understanding.Education and Experience:
Required Bachelor's degree in Business Administration, Law, Public Administration, or related field. Minimum 5 years of experience in contracts management. Proficient in drafting, reviewing, and negotiating contracts independently. Proven negotiation skills with the ability to resolve complex contract terms independently. Excellent written and oral communication, organizational, and project management skills. Proficient in Microsoft Office Suite Preferred Juris Doctor (J.D.) A demonstrated background in both commercial and government contracting with prior experience in nonprofit, government services, or social enterprise sectors. Strong knowledge of FAR, DFARS, and other public procurement frameworks. Experience with contract management software is a plus. Certified Professional Contracts Manager (CPCM) or similar credential. Working knowledge of procurement portals (e.g., SAM.gov, local RFP/RFQ platforms).Supervisory Responsibilities:
While this position currently does not have any direct reports, the Contracts Manager may assume supervisory responsibilities in the future as the contract function expands. This could include overseeing roles such as a Contracts Administrator or other contract support staff. The selected candidate should demonstrate the capacity to lead, train, and mentor team members if supervisory duties are assigned, and must be comfortable supporting a scalable contracts management structure as the organization grows.Competencies:
