Duties Help As a Contract Specialist, GS-1102-12, your responsibilities : Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames. Provides business advice and assistance to technical personnel involved in the development of the performance work stement/stement of work/stement of objectives or da requirements. Reviews a diverse variety of requisition packages for adequacy and compliance with administrive, regulory, and procedural requirements and consistency with current market practices and conditions. Serves as a contracting authority and advisor to management, customers, and contractors in assignment area relive to the market, the industry, specificions, socioeconomic concerns, and similar mters. Performs acquisition planning, along with the program manager/customer, technical, legal, and finance personnel to develop market research, acquisition stregy, milestones, evaluion/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises experienced judgment, initiive, and resourcefulness to identify regulions and laws which do or do not apply to the particular procurement, to consider financial arrangements and incentives, and to develop justificions for adopting a contractual posture. Prepares required documents to support solicition issuance and reviews and advises less experienced specialists in the preparion of documents. Determines approprie method of procurement, contract type, and financing arrangements to fit special circumstances. Reviews and evalues requisitions for which previous experience and historical da are not usually directly available or applicable such as complex services, architect and engineering services or environmental reled construction. Reviews procurement requests to determine whether, based on market analysis, the requirement can be performed by and should be set aside for small businesses; actively solicits Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, and Service-Disabled Veteran-Owned Small Business participion. Reviews and may sign justificion for limiting competition procurements. Procurements usually involve a variety of complexities such as socioeconomic considerions, source selections, and special handling provisions or other specialized terms and conditions, unfavorable market conditions, complex contracts, and limited competition, difficult-to-define scopes of work, legal conditions, and rigid deadlines causing additional complicions. Resolves problems which limit competition and discourage potential offering parties in order to increase small business participion. Obtains required business clearances and/or approvals as necessary. Conducts site s/pre-proposal/pre-bid conferences. Serves as point of contact for assigned procurements. This position may be required to perform supervisory personnel functions including the assignment of duties, participes in the interviews and selection of employees, schedules and approves leave, provides training, evalues performance, inities action to upgrade positions, and resolves disciplinary problems. Devises special terms, provisions, clauses, and conditions applicable to the solicition and contract as required. Ensures th the price schedule is properly structured and determines sources to be solicited. Prepares solicition, amendment, and contract documents incorporing applicable terms, conditions, provisions and clauses. Receives and performs oversight of quotes/bids/proposals evaluions and determines the acceptability of offers based on an analysis of financial and technical informion gained. Conducts price or cost analysis as needed. Recommends or determines the competitive range. Formules negotiion stregies and identifies areas subject to negotiion (e.g., price, quantity discounts, packaging, payment discounts, transportion, and delivery). Prepares pre-negotiion positions and memoranda based on audit and/or technical recommendions. Perform other duties as assigned. This is an excepted service position th requires membership in a compible military assignment in the employing ste's Nional Guard, required prior to the effective de of placement. Selectee required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigion. May be required to successfully complete a probionary period. Participion in direct deposit is mandory. May be required to travel by military or commercial aircraft in the performance of TDY assignments. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. Required to handle and safeguard sensitive and/or classified informion in accordance with regulions to reduce potential compromise. Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Contracting certificion must be accomplishedIAW 5000.66.
Must meet the continuing acquisition educion, training and experience requirements IAW DoDI 5000.66. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and required to file annually. Must obtain and maintain secret security clearance. May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant. For this position, incumbent must have an active contracting warrant. A. A bachelor's degree from an accredited educional institution authorized to grant baccalauree degrees. OR B.
