Energy / Utilities / Infrastructure About the Role We are seeking an experienced EPC Contracts Manager / Procurement Delivery Lead to support electric capital construction procurement activities for a leading organization in the energy and utilities industry. This is a senior individual contributor / manager-level contractor position focused on procurement, strategic sourcing, commercial management, contract negotiation, bid execution, supplier engagement, and process improvement. The successful candidate will work closely with Procurement leadership and cross-functional teams including Engineering, Construction, Project Management, Legal, Finance, Safety, Risk, Operations, and business stakeholders to execute complex sourcing initiatives supporting electric infrastructure projects. This position is ideal for a procurement professional with strong experience in construction, infrastructure, utilities, energy, EPC/EPCM, or capital project procurement. Key Responsibilities Lead and support sourcing events for electric capital construction projects, including transmission, distribution, substations, civil, underground, overhead line, and related infrastructure services. Develop and manage RFPs, RFQs, RFIs, bid packages, pricing schedules, evaluation criteria, supplier instructions, and award recommendations. Develop sourcing plans, bid calendars, procurement trackers, milestone schedules, action logs, issue logs, and decision records. Coordinate supplier questions, bid clarifications, stakeholder responses, site visits, pricing updates, negotiations, and evaluation meetings. Develop and execute procurement and commercial strategies for construction projects. Support contract models including EPC, EPCM, lump sum, unit price, time and materials, framework agreements, master service agreements, and contractor panels. Develop negotiation strategies addressing cost, schedule, productivity, change management, risk allocation, payment terms, warranties, insurance, bonding, escalation, and claims avoidance. Evaluate supplier and contractor capability, capacity, labor availability, safety performance, financial stability, geographic coverage, and delivery history. Identify and escalate sourcing risks related to scope, schedule, supplier capacity, labor availability, safety, cost, and stakeholder alignment. Partner with Legal, Risk, Safety, Finance, Engineering, Construction, and Project Management to resolve commercial issues and contractual exceptions. Lead process improvement initiatives to increase procurement efficiency, consistency, transparency, and scalability. Develop standardized procurement tools, templates, playbooks, evaluation models, negotiation frameworks, risk registers, dashboards, and reporting processes. Provide thought leadership and constructive challenge to improve sourcing strategies and procurement operations. Support procurement managers and category leaders with complex sourcing events and leadership-ready materials. Communicate procurement status, risks, decisions, recommendations, and next steps to stakeholders and senior leadership. Maintain complete, accurate, and auditable procurement documentation. Required Qualifications 7+ years of experience in procurement, strategic sourcing, commercial management, contract negotiation, supply chain, vendor management, construction contracting, or capital project procurement. Significant experience supporting construction sourcing, infrastructure procurement, utility procurement, energy projects, EPC/EPCM environments, or capital projects. Demonstrated experience developing and managing RFPs, RFQs, bid packages, pricing schedules, evaluation models, negotiation plans, sourcing strategies, and award recommendations. Strong understanding of construction procurement and contracting, including scope definition, pricing structures, schedule commitments, change orders, claims risk, insurance, bonding, warranties, payment milestones, safety requirements, and labor availability. Strong commercial judgment and negotiation skills. Experience evaluating supplier capacity, contractor qualifications, market conditions, commercial risk, and delivery feasibility. Proven ability to lead process improvement and standardization initiatives. Strong project management, organizational, and problem-solving skills. Experience working with cross-functional stakeholders including Engineering, Construction, Project Management, Legal, Finance, Safety, Risk, and Operations. Ability to work independently and influence stakeholders without direct authority. Excellent written and verbal communication skills. Strong proficiency with procurement systems and tools such as SAP, Ariba, e-sourcing platforms, Excel, PowerPoint, dashboards, and sourcing trackers. Preferred Qualifications Direct experience with electric utility construction, including transmission, distribution, substations, civil construction, underground construction, overhead line work, emergency response, or capital delivery services. Experience within a regulated utility, energy, public infrastructure, engineering, construction, or capital project environment. Knowledge of construction delivery models such as EPC, EPCM, design-bid-build, design-build, alliance contracting, master service agreements, contractor panels, and framework agreements. Experience supporting large-scale capital programs with high spend, multiple stakeholders, compressed timelines, and complex governance. Experience developing procurement templates, tools, reporting, governance routines, and operating models. Familiarity with supplier performance management, contractor scorecards, construction KPIs, and lessons-learned processes. Experience helping organizations scale procurement capabilities during periods of significant capital investment growth.
