In this role you will get to provide a variety of support services, based on input and direction from the Deputy Chief Operating Officer (DCCO) and key members of Operations management, in supporting all aspects of union/management relations between the MTA Operations and the various Unions that represent various MTA staff members.
What You'll Be Doing
- The LSA will provide all aspects of various support to all levels of the Operations leadership team, especially those individuals who are the main points of contact with Union members and Union leadership. The scope of services will be broad and inclusive, and is intended to include
- Guidance on understanding and interpretation of various contract provisions.
Proactive and retroactive reviews of all elements of cases that led to investigations or interviews for possible rules violations, with an emphasis on consistent application of the "Seven Tests of Just Cause". Developing directives, methods and checklists to support consistency by Ops management staff in the gathering of all facts and information associated with any potential case involving adverse work actions. Assisting Ops management in preparing grievance responses, with a focus on citations of correct contract provisions and company policies related to alleged transgression. Assisting Ops management in preparation for grievance hearings in arbitrations. Developing recommendations or insights into potential changes to rules, work place activities, administrative processes, through memoranda or power point presentations focused on these topics, Developing and maintaining, in conjunction with Ops management, a continuous list of items that may be used in the next round of contract negotiations. This list will include the item's reason for inclusion; citations on the frequency with which the item comes up; and context surrounding its importance from a financial, administrative, or union/management relations standpoint. The main objectives of the Consultant serving as the LSA are to
- Provide required administrative support to Ops management in all issues surrounding Labor/Management relations and administrative procedures
- Provide advice and counsel directly to those management parties engaged in Labor/ Management relations through the direction of the DCCO or his senior management team
- Provide expert guidance on steps taken by management
- whether involving specific cases or overarching contract or contract interpretation issues
- Identifying cases w in the opinion of the LSA, Ops management/parties have taken incorrect steps or made discordant decisions as it relates to a union contract, MTA policy, or past practice
- and advising changes in actions/settlements prior to grievance arbitration proceedings.
What Required Skills You'll Bring
- Bachelor's Degree or equivalent experience
- 10+ years experience as a technical consultant in a related industry
