Knowledge Manager

ANALYGENCE

United States, Maryland, Fort Meade Sep 01, 2026 Tharros provides our government client with SETA support to include the application of cyber acquisition and program management expertise resulting in superior performance of command-wide programs and operations. Our support furthers the mission to unify the direction of cyberspace operations, strengthen DoD cyberspace capabilities, and integrate and bolster DoD's cyber expertise. We are currently seeking a Knowledge Managerto join our team. In support of this mission, key areas of responsibility include: Maintain authoritative repositories, document libraries, and knowledge-management systems supporting J8 PPBE activities and organizational efficiencies

Manage routing, staffing, and workflow processes for PPBE-related submissions, including POM, BES, reclamas, strategic guidance, and program artifacts

Maintain version-controlled artifacts and authoritative records for program and budget documentation, including Program Budget Review documentation, Program Budget Decisions, Program Decision Memorandums, strategic memos, and J8 administrative records

Support integration of planning timelines across the J8 Directorate, USCYBERCOM staff, and external stakeholders by maintaining schedules, trackers, and documentation repositories

Maintain and organize strategic document repositories, USCYBERCOM coordination artifacts, and Pentagon coordination documentation

Provide administrative assistance in accordance with

FAR 37.2

(Advisory and Assistance Services (A&AS)) to sustain day-to-day business practices, including documentation management, workflow support, and knowledge continuity

Active TS/SCI w/ Poly required.

Bachelor's degree in relevant field and minimum of 5 years of related experience.

Proficient with JIRA, Confluence, SharePoint, and Task Management Systems (e.g. TMT)

Excellent written and verbal communication skills.

Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.

Desired Experience and Skills:

Basic understanding of how the Department of War (DoW) operates, including strategic policy documents, requirements management, Program Objective Memorandum (POM) and Budget Estimate Submission (BES) timelines, and budget formulation processes Ability to communicate clearly with senior leaders and staff to support documentation, routing, workflow, and knowledge continuity Experience supporting requirements documentation, planning guidance, or strategic document repositories Familiarity with POM/BES cycles, routing processes, and coordination requirements Familiarity with DoW acquisition documentation standards (not required to perform acquisition functions) Ability to synthesize disparate data sources into clear, organized documentation Understanding of

mission, operations, J-Directorate and organizational structure, and PPBE timelines Ability to stay calm under pressure and build relationships in cross-functional teams Strong attention to detail and ability to maintain authoritative records
