  • This position is eligible for_ telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) _for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance.   • _ As the Contracts Coordination Supervisor you will perform, lead, and supervise contract coordinators in the following functions: + Developing, refining and participating in the Department of Human Services ("DHS) contracts process for all Department contracts, including professional/technical contracts, grants, income contracts, annual plans and master contracts; + Developing an Annual Contract Plan for the Department; + Reviewing all contracts initiated by the Department to ascertain compliance with all legal requirements as to form and execution and compliance with both state and federal laws; + Refining and managing data on all Department contracts and contractors; + Integrating the Statewide Integrated Financial Tools (SWIFT) with the procedures utilized by the Department for contracts execution; + Developing and maintaining a contracts database that enables the department to meet all reporting requirements; + Co-leading the integration and continuous monitoring of contracting procedures to assure the successful procurement of professional/technical and grant services for the Department.

  • Minimum Qualifications
  • _•To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.
  • _•Demonstrated leadership experience: Leadership experience can include: Experience as a supervisor, lead worker, team lead, project lead; + Completion of a State of Minnesota leadership program (e.

g. ELI, L4); + A paid/unpaid position leading a program or chairing a committee (e.g. ERG)

  • experience must include: + 1+ year of experience identifying issues, goals and strategic actions + 100+ hours per year time commitment
  • AND•Four (4) years of experience in contract management, development, writing and monitoring.
Experience must also demonstrate:

+ Strong organizational skills with attention to detail.

+ Experience with State contract processes.

+ Knowledge of ethics and conflicts of interest, accounting and auditing standards, and government data practices.

+ Experience with identifying controls and techniques used in managing the contract development process and the legal requirements for state contracts.

+ Developing work methods that simplify procedures.

+ Experience communicating with individuals from a wide variety of backgrounds and perspectives.

+ Ability to hold team members accountable for their work product and meeting established goals.

  • Preferred Qualifications
  • + Skills using software applications, including Word, Excel and PowerPoint, and utilizing databases sufficient to update, track and manipulate information.

+ Extensive knowledge and skill in SWIFT.

+ Ability to prioritize projects and initiatives by aligning people and resources to meet the needs and strategies of the organization.

+ Demonstrated ability to facilitate conversations and actions to build consensus even at times where stakeholders may have conflicting interests.

+ Experience collaborating and seeking out feedback from subject matter experts and peers when reviewing or planning work.

+ Variety of experiences working effectively with others from different backgrounds and cultures.
