The primary purpose of this position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretion of contract law in order to provide the best, most efficient contracting stregies in support of the organizion's vision, mission, goals, and objectives. Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Analyzes difficult/controversial contracting issues, determines, recommends and/or implements course of action which may depart from previous approaches for long-term contract performance or short-term contracts with extremely stringent time frames. Provides business advice and assistance to technical personnel involved in the development of the performance work stement/stement of work/stement of objectives or da requirements. Reviews a diverse variety of requisition packages for adequacy and compliance with administrive, regulory, and procedural requirements and consistency with current market practices and conditions. Serves as a contracting authority and advisor to management, customers, and contractors in assignment area relive to the market, the industry, specificions, socioeconomic concerns, and similar mters. Performs acquisition planning, along with the program manager/customer, technical, legal, and finance personnel to develop market research, acquisition stregy, milestones, evaluion/source selection criteria, and/or incentive or award fee provisions, as applicable. Exercises experienced judgment, initiive, and resourcefulness to identify regulions and laws which do or do not apply to the particular procurement, to consider financial arrangements and incentives, and to develop justificions for adopting a contractual posture. Prepares required documents to support solicition issuance and reviews and advises less experienced specialists in the preparion of documents. Determines approprie method of procurement, contract type, and financing arrangements to fit special circumstances. Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering. Researches, interprets, analyzes, and applies all regulions, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents. Devises special terms, provisions, clauses, and conditions applicable to the solicition and contract as required. Ensures th the price schedule is properly structured and determines sources to be solicited. Prepares solicition, amendment, and contract documents incorporing applicable terms, conditions, provisions and clauses. Receives and performs oversight of quotes/bids/proposals evaluions and determines the acceptability of offers based on an analysis of financial and technical informion gained. Conducts price or cost analysis as needed. Recommends or determines the competitive range. Formules negotiion stregies and identifies areas subject to negotiion (e.g., price, quantity discounts, packaging, payment discounts, transportion, and delivery). Prepares pre-negotiion positions and memoranda based on audit and/or technical recommendions. Executes post-award contract performance management actions on assigned contracts. Appoints Contracting Officer Representives (CORs) within deleged authority and manages the COR program as required. Evalues contractor performance for compliance with terms and conditions of contracts and ensures timely submission of contract deliverables and performance metrics. Makes field site s, if necessary, detecting and correcting labor standards violions, taking approprie action to expedite delivery or performance when required by mission changes, monitoring the contractor's use of government-furnished property inventories, and issuing change orders as necessary. Obtains additional funds or de-obliges funds as necessary. Serves as business advisor to a wide range of customers. Represents the interest of the organizion in a professional manner in meetings and various contacts outside the agency on a variety of issues th often are not well defined. Provides business advice, guidance, training, and assistance to team members, technical or program personnel, functional commanders, and/or contractors on contractual language, legal responsibilities, acquisition and business-reled issues. Assists in providing interpretion/clarificion to contractors and customers on contractual language, contractual and federal/ste/local regulory requirements, and business opportunities.   • Must have one year of contracting experience the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts reled to development of a solicition.
Acquisition planning, requesting offers, and developing offers by evaluion of solicition and finalizing offers, (2) Award of contracts th includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies the practitioner cegory emphasize functional specializion in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction.
