Full-Time Position Summary ORCOM is seeking a detailed-oriented Proposal Specialist to support our estimating and business development team. This position will manage solicitation tracking, proposal development, compliance reviews, and proposal submissions for federal contracting opportunities. Responsibilities Monitor SAM.gov daily for relevant solicitations, amendments, and sources sought notices. Identify LPTA (Lowest Price Technically Acceptable) and Best Value opportunities that align with company capabilities. Maintain opportunity pipeline and proposal calendar. Review solicitations, Statements of Work (SOW), PWSs, and RFP requirements. Create compliance matrices and proposal outlines. Coordinate proposal development with estimators, technical writers, subcontractors, and leadership. Collect and organize resumes, past performance, certifications, and supporting documentation. Assist in preparing technical, management, and pricing volumes. Ensure proposals comply with solicitation instructions and evaluation criteria. Manage electronic submissions through government portals and email systems. Track proposal deadlines, amendments, and post-submission activities. Qualifications 3+ years of federal proposal development experience. Strong understanding of federal procurement processes. Experience supporting LPTA and Best Value proposals. Ability to read and interpret RFPs, RFQs, RFIs, and Sources Sought notices. Exceptional organizational and document management skills. Proficiency with Microsoft Office, especially Word and Excel. Experience using SAM.gov and other federal opportunity tracking tools. Preferred Qualifications Experience with compliance matrices and proposal management. Familiarity with FAR and DFARS requirements. APMP certification is a plus. Experience working with estimators and pricing teams.
