Job Description
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through strategic innovation and deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships. Under the executive direction of the Deputy Commissioner of Management and Budget (Chief Financial Officer) and with broad latitude to exercise independent judgment, action and decision making, the Assistant Commissioner/ Agency Chief Contracting Officer (ACCO) is responsible for the management of all agency procurement functions in accordance with the New York City Charter, the New York City Procurement Policy Board Rules and other applicable federal, State and City laws, rules and procedures. The ACCO is a position delegated authority under the Agency Head to organize and supervise the procurement activity of subordinate agency staff in conjunction with the City Chief Procurement Officer in the Mayor's Office of Contract Services. Duties will include but are not limited to the following:
- Ensure that the NYPD's procurement and contracting activities are administered effectively and efficiently to meet the needs of Department commands for various goods and services in a timely fashion.
- Advise the Deputy Commissioner of Management and Budget with respect to procurement related matters including but not limited to sourcing, procurement scope development, contract management, contract public hearings and disputes with contractors.
- Direct the Department's procurement and contract management processes, in consultation with the Deputy Commissioner of Management and Budget, including: decisions to contract out for goods and services; preparation and issuance of specifications; solicitation of competitive and non-competitive bids and proposals; evaluation of bids and proposals and awarding of contracts; negotiation of price and other contract terms and conditions with vendors; approval of contract awards, contract renewals and modifications; processing of small purchases; formulation of required documentation; contract registration and monitoring the performance of contractors.
- Conduct vendor integrity reviews and make vendor responsibility determinations that a vendor is capable of fully performing the contract requirements and possesses business integrity to be awarded contract funds by public tax monies.
- Serve as a subject matter expert concerning the City's PPB Rules, policies and procedures as well as directives issued by the Office of the Comptroller.
- Ensure the integrity of the procurement process; advising the Deputy Commissioner Management and Budget on decisions concerning contract awards.
- Manage contract compliance including monitoring contractor payments to subcontractors and compliance with the City Minority and Women-Owned Business Enterprise (MWBE) participation requirements on prime contracts and subcontracts.
- Liaise with the Department of Citywide Administrative Services (DCAS) and monitor agency requests for Department and citywide requirements contracts for goods and purchase orders sent to DCAS.

SPECIAL NOTE
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above. Preferred Skills- Excellent leadership, organizational and communication skills.
- Strong proficiency in NYC procurement rules, procedures and policies.
- Outstanding communication and writing skills.
- Demonstrated leadership and managerial skills, including managing teams and working with peers across an organization.
- Ability to integrate information from various stakeholders in order to determine importance and priority.
- Strong interpersonal and relationship-building skills.
- Knowledge and hands-on experience in City systems such as PASSPort and FMS.
