Job Summary As a Prime Contract Proposal Specialist at BPMI, you will work under normal supervision and perform semi-complex critical business functions to execute the BPMI mission in areas including but not limited to to organizing, preparing, submitting, and negotiating BPMI's Other Procurement Navy (OPN) and Shipbuilding and Conversion, Navy (SCN) Prime Contract Proposals and modifications, as well as receiving Prime Contract awards to support technical and business segments at BPMI and the Customer.
Essential Duties:
Assist in the submittal of Fiscal Year/Mid-Year Prime Contract proposals, Continuing Resolutions, Disclosures, Certification, and Negotiation with guidance from senior team members. Support the preparation and submission of Prime Contract modifications as needed. Conduct preliminary analysis for Continuing Resolution and assist in the receipt of awards. Assist in preparing internal and external reports with oversight. Participate in presentations to Management and Customer personnel, providing support and contributing insights. Support audits and reviews requested by Customers and/or internal Management. Assist in providing organizational training under the guidance of more senior team members. Collaborate with line department personnel to support cross functional coordination. Perform ad-hoc and risk analysis with guidance from senior team members. Minimum Job Requirements:
Bachelor's degree in Business Management/Administration, Finance, Accounting or equivalent from an accredited college or university. A minimum of two (2) years of relevant experience. Ten (10) or more years of completed education and/or relevant experience may be considered to satisfy educational and years of experience requirements. Requires a security clearance; however, all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy security clearance is required.
Preferred Job Requirements:
Ability to thrive in a fast-paced work environment with diverse assignments and collaborative/team settings across all levels. Ability to travel (less than 5%). Possess a strong knowledge and strong application of procurement concepts, practices, and procedures. Maintain knowledge of FAR and DFARs requirements supporting procurement. Possess strong analytical and problem-solving skills. Fluency in data analysis and interface with systems (e.g., BPMI's Procurement, Budgeting and Estimating Systems) and Excel spreadsheets. Prior experience with Microsoft Power BI and SQL server a plus. Ability to develop, present, and explain financial/business decisions. Ability to maintain strong interrelationship skills, and the ability to interact effectively with technical and non-technical audiences. Demonstrated ability to collaborate well with others; be a strong team player. Possess strong internal and external customer service orientation as demonstrated by previous positions(s). Communicate effectively both written and verbally. Strong attention to detail and work quality.
