The Opportunity WSDOT is seeking a talented Transportation Engineer 4 to serve as the Assistant Area Consultant Liaison in Shoreline, WA. In this impactful role, you will partner with the Northwest Region Area Consultant Liaison Engineer (ACLE) to support the successful delivery of transportation projects across the region. You'll play a key role in managing consultant contracting and procurement activities, helping ensure projects move forward efficiently, compliantly, and on schedule. As part of the Northwest Region Consultant Liaison Office, you will lead and support a full range of consultant services functions, including contract procurement and advertisement, selection and negotiation processes, agreement development, and contract administration from initiation through closeout. This position requires strong attention to detail and collaboration, as you'll prepare and refine critical documents, process contract modifications, and coordinate closely with the Headquarters Contract Services Office to ensure alignment with state and federal requirements. What to Expect Among the varied range of responsibilities held within this role, the Assistant Area Consultant Liaison will: Obtain, prepare, and administer consultant agreements for the Northwest Region Participate with and support the ACLE in obtaining consultant services across the NWR. Develop requests for consultant services, advertisements and second-tier selection, ensuring consultant procurement procedures comply with state and federal regulations as well as departmental policies and procedures, meeting all contracting requirements. Participate in and facilitate negotiations of Architectural & Engineering or Professional Service contracts scope and fee. Prepare for review and signature regional consultant agreements, supplements, task orders and other documents. Prepare negotiation notes, Letters of Authorization, and other contractual documents Develop and distribute correspondence related to agreement negotiations, compliance, or administration. Review contract documentation for completeness, accuracy, including organizing and storing for contract administration, reporting and record retention. Facilitate contract performance evaluations by coordinating with agreement managers, to meet contract requirements. Facilitate Commercially Useful Function (CUF) reviews by coordinating with agreement managers, to meet contract requirements. Process agreement invoices for payment. Participate in and/or manage resolution of disputes regarding contractual matters, payments and audits. Qualifications To be considered for this opportunity, the following are required :

Demonstrated expertise in developing, procuring, and administering contracts in accordance with established procedures, ensuring appropriate procurement methods, transparency, competition, and regulatory compliance.
Contract Analysis & Risk Management :
Ability to evaluate contract structures, terms, and conditions to clearly define roles, responsibilities, performance expectations, and risk allocation, while identifying and communicating potential risks and outcomes to decision-makers.
Negotiation & Influence :
Strong negotiation skills with demonstrated ability to lead or support negotiations with internal and external stakeholders to achieve balanced, compliant agreements that protect agency interests and support successful project delivery. Communication (Written, Verbal & Technical) : Exceptional ability to communicate complex technical and contractual information clearly and effectively through written, verbal, and visual formats tailored to diverse audiences, including non-technical stakeholders.
Documentation & Professional Writing :
Proven skill in producing accurate, concise, and professional correspondence, reports, and contract documents that meet agency standards and regulatory requirements.
Relationship Management & Collaboration :
Demonstrated ability to build, maintain, and strengthen effective working relationships with internal teams, consultants, stakeholders, and subject matter experts to resolve issues and achieve project objectives. Organizational Effectiveness & Attention to

Strong organizational skills with a high level of attention to detail, including the ability to manage data, maintain accurate records, and ensure quality documentation practices.

Cost Analysis & Proposal Evaluation :
Demonstrated ability to review, analyze, and interpret engineering contract pricing and cost proposals to ensure accuracy, reasonableness, and alignment with project scope, funding requirements, and regulatory standards.
Government Contracting Knowledge :
Solid knowledge of government contracting principles, including a strong understanding of RCW, WAC, and a range of contract types, with the ability to apply this knowledge to support compliant and effective contract development and administration.
Consultant Services Program Knowledge :
Working knowledge of the WSDOT Consultant Services Manual, with the ability to apply established guidance, policies, and procedures to support consultant procurement and contract administration activities.
Contract Systems & Application Proficiency :
Working knowledge of WSDOT systems and applications used for contract and agreement administration, with the ability to accurately manage data, track contract activities, and maintain complete and compliant records.
Transportation Project Lifecycle Knowledge :
Knowledge of WSDOT policies, procedures, and practices related to project development, design, construction, and maintenance, including the ability to apply relevant state and federal laws and regulations to support project delivery.
