Your expertise will be crucial in ensuring that all contracts are compliant with state and federal requirements. In this dynamic role, you'll be accountable for developing, reviewing and processing a wide range of agreements and contracts pertaining to personal and professional services, as well as goods, trade services and public improvement contracts! Apply today! Most of this work may be conducted at a hybrid remote alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will be required to be performed at the Salem office building or comparable locations for in person training. A day in the life:
Coordinate all phases of the contractor selection process in accordance with rules, regulations and policies. Develop, negotiate, execute and administer complex and high risk legally binding contracts for goods, trade services, public works, architectural and engineering (A&E) and other services. Analyze procurement requests to determine if sufficient information is included to develop an invitation to bid or request for proposal. Develop strategies to minimize potential risks. Work closely with funded projects, other agencies and local jurisdictions. Modify contract terms and conditions, funding arrangements or policy interpretation. Determine, recommend and apply the appropriate method of solicitation. Serve on or assist evaluation and negotiation committees in obtaining consensus on the selection of contractors. Draft and process contract documents and review contracts for impending expiration. Input daily updates to the purchasing and contract management system (PCMS) to accurately track contracting activity. Occasional travel in and out of Oregon to attend meetings, conferences and trainings as needed. Work in an office environment with hybrid work options available
  • in office once a week for trial service and training; and may move to once a month for all-staff meetings or more for business needs.
Home office permanent work location is Salem, Oregon. Travel to and from permanent work location is not paid time, mileage and per diem is not reimbursed. Minimum qualifications:
Five (5) years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations. OR A bachelor's degree AND two (2) years of professional-level procurement and contract experience related to the position. OR Any combination of experience and education equivalent to five (5) years of procurement and contract experience related to the position. Experience for the public or private sector, in creating or responding to requests for proposals and invitations to bid. Experience administering, developing, evaluating, and negotiating public or private service contracts or agreements. Experience evaluating and resolving risks and issues associated with contracts or the contracting process. Analytical and technical writing experience and the ability to research, analyze and synthesize data and information into concise, easily understood written documents.
