Position Summary RBCI is seeking an experienced Acquisition/Contracting Specialist to support our DoD customer with the advanced development, fielding, maintenance and sustainment of military medical equipment. This position supports the Fort Detrick, MD location. This position is hybrid. DutiesResponsibilities Support program office acquisition and contracting activities including: Identify contract needs and coordinate contract types with Modality Managers (Contract Type to Include
IDIQ, RFO, LSJ
etc). Conduct Market Research for medical products. Develop System Requirements Document (SRD) (minimum requirements and objectives) with Modality Managers. Prepare Request for Offers (RFO). Issue RFO to vendors. Contact vendors to resolve questions and/or conduct a vendor day (if applicable) Receive offers/quotes. Conduct vendor evaluations (Decision Matrix Document). Get quote clarifications/address any deficiencies (if applicable). Work with ICS IA on cybersecurity evaluation. Send selection recommendations to Modality Managers who will review and approve decision documents. Work with Finance to submit required documents to Defense Logistics Agency. Understand work breakdown structures for task oriented RDT&E programs. Lead IPTs and other stakeholder engagements. Prepare and deliver documents ranging from technical reviews to acquisition documentation. Qualifications Bachelor's Degree in a related field with 6 years related experience preferred; Additional 4 years related experience may be substituted in lieu of a degree. Must be a U.S Citizen and have the ability to obtain NACI (background investigation) clearance. DoD acquisition and contracting experience including DoD 5000.02 series. Strong understanding of FAR, DFARS, and other DoD acquisition/contracting policies Experience with medical product acquisition, test and evaluation, and regulatory approval processes desired. Significant experience with defense medical product development, DoD T&E requirements, and regulatory approval processes a plus. RBCI is an equal opportunity employer.
