Government Contracts & Procurement Consultant (Independent Contractor or Part-Time Employee - Hybrid Remote/Southern California) Company Overview Running Logistics LLC is a growing workforce solutions and staffing company serving public sector and private sector clients throughout California. We are seeking an experienced Government Contracts & Procurement Consultant to identify, prepare, and submit competitive proposals for city, county, and other public agency contracts throughout Southern California. This role is ideal for a professional with hands-on experience navigating public procurement processes, reviewing solicitations, coordinating proposal submissions, and managing compliance requirements for government contracts. Position Summary The Government Contracts & Procurement Consultant will be responsible for sourcing bid opportunities, evaluating solicitations, coordinating proposal development, preparing bid submissions, and supporting contract compliance activities. The successful candidate will have experience working with Southern California city, county, and public agency procurement systems and understand government contracting requirements. This is a hybrid role with flexible scheduling and may be structured as either an independent contractor engagement or part-time employment opportunity. Key Responsibilities Government Contract Opportunity Identification Monitor procurement portals and bid platforms for relevant opportunities. Identify Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bids (IFBs), and related solicitations. Research and recommend contract opportunities aligned with company services. Maintain a bid opportunity pipeline and procurement calendar. Proposal & Bid Development Review solicitation requirements and summarize key deliverables. Develop proposal response outlines and compliance matrices. Coordinate collection of required documents, certifications, references, resumes, and pricing information. Draft and edit proposal narratives, executive summaries, technical responses, and supporting documentation. Ensure submissions meet all formatting, compliance, and deadline requirements. Submit proposals through agency procurement portals and electronic systems. Government Procurement Management Serve as primary liaison for procurement-related communications. Track questions, addenda, deadlines, and contract award notifications. Manage proposal files, templates, and submission records. Assist with contract negotiations and onboarding requirements following award. Compliance & Contract Administration Review insurance, licensing, and contractual requirements. Assist with prevailing wage, labor compliance, and public-sector contracting requirements when applicable. Maintain vendor registrations and certifications. Track contract renewal and rebid opportunities. Strategic Growth Support Identify new public-sector business opportunities. Research city, county, special district, transportation, healthcare, education, trades and municipal agencies. Recommend strategies to improve proposal competitiveness and win rates. Support development of standard operating procedures (SOPs) for government contracting activities. Preferred Agency Experience Experience working with procurement opportunities from agencies such as: Orange County agencies Los Angeles County agencies Riverside County agencies San Bernardino County agencies City governments throughout Southern California Transportation authorities Public health agencies Workforce development boards School districts and community colleges Municipal utilities and special districts Required Qualifications 3+ years of experience in government procurement, contract management, proposal writing, grant administration, public-sector business development, or related field. Demonstrated experience preparing and submitting successful government proposals. Familiarity with California public procurement processes. Experience with city, county, municipal, or public agency contracting. Strong project management and organizational skills. Excellent written and verbal communication abilities. Ability to manage multiple deadlines simultaneously. Proficiency with Microsoft Office Suite and Google Workspace. Highly Preferred Qualifications Candidates with one or more of the following will receive strong consideration: Staffing, workforce services, recruiting, logistics, transportation, healthcare staffing, or professional services contracting experience. Experience with Southern California procurement portals and vendor registration systems. Proposal writing and technical writing expertise. Business development experience within the public sector. Knowledge of public works, prevailing wage, labor compliance, or grant-funded programs.

Work Arrangement Hybrid Remote (Southern California) Flexible Schedule Independent Contractor or Part-Time Employee (Full-Time Potential) Approximately 10-25 hours per week initially, with potential for increased workload based on contract activity Compensation Compensation will be based on experience and engagement structure.Potential options include:
