Hybrid | 3 Days Onsite Premier Staffing Source, Inc. is seeking an experienced Program Manager II - Health IT Fund Contract Administrator to oversee a high-value healthcare technology funding contract supporting rural healthcare providers throughout Rhode Island. This position will provide contract, fiscal, and program oversight for a major Health Information Technology (HIT) funding initiative distributing more than $10 million annually . Funding will support technology investments for rural healthcare providers, including telehealth and remote monitoring equipment, software enhancements, interoperability initiatives, and innovative AI-enabled healthcare solutions. The ideal candidate combines experience in healthcare administration, contract management, fiscal oversight, and Health IT with the ability to independently manage complex deliverables and collaborate with multiple stakeholders. Key Responsibilities Provide active oversight of the Health IT Fund administrator contract, ensuring compliance with scope, timelines, milestones, and deliverables. Monitor a high-value contract and ensure work is completed professionally, accurately, and on schedule. Process and review invoices and monitor expenditures for compliance with applicable federal grant requirements. Review provider funding applications for eligibility, appropriateness, and potential duplication with other funded initiatives. Monitor funding across technology categories including: Telehealth equipment and remote patient monitoring technology Healthcare software upgrades and interoperability initiatives Innovative and AI-enabled healthcare technologies Evaluate program documentation and ensure awards align with established funding criteria and priorities. Monitor implementation milestones associated with funded projects. Collect, review, and track outcome data from the fund administrator and participating healthcare providers. Coordinate documentation necessary to satisfy grant, fiscal, and program requirements. Participate in internal project teams and cross-program coordination activities. Facilitate communication among healthcare providers, vendors, program leadership, and other stakeholders. Assist with outreach and communications promoting funding opportunities to eligible rural healthcare providers. Provide subject matter expertise regarding practical applications of Health IT and implementation strategies for rural healthcare settings. Identify contract performance concerns, fiscal discrepancies, or implementation issues and support timely resolution. Maintain accurate program, contract, financial, and performance documentation. Required Qualifications Professional experience in healthcare administration . Experience with contract administration and oversight , preferably involving large or complex contracts. Strong experience with fiscal management, budget oversight, and high-dollar invoice review . Ability to manage extensive documentation, reporting requirements, milestones, and deliverables. Experience coordinating complex projects involving multiple teams and stakeholders. Strong stakeholder communication, facilitation, and relationship-management skills. Working knowledge of key Health Information Technology (Health IT) concepts. Strong organizational, analytical, and problem-solving skills. Ability to exercise independent judgment and manage priorities with limited supervision. Understanding of the challenges and healthcare needs affecting rural communities and healthcare providers. Preferred Qualifications Bachelor's degree in Health Policy, Public Policy, Healthcare Administration, Finance, a licensed health profession, or a closely related field . Experience with healthcare technology programs or Health IT implementation. Experience administering federally funded healthcare programs or grants. Familiarity with federal healthcare funding and fiscal compliance requirements. Experience with rural healthcare programs or providers. Knowledge of healthcare interoperability, telehealth, remote patient monitoring, clinical technology, or AI-enabled healthcare tools. Experience monitoring program outcomes and performance metrics. Equivalent combinations of relevant education and professional experience will also be considered. Ideal Candidate The ideal candidate is an experienced healthcare program professional who can independently oversee a large, complex contract with significant fiscal and compliance responsibilities . Candidates should be comfortable reviewing financial documentation, monitoring vendor performance, coordinating stakeholders, and understanding how healthcare technology can improve care delivery. This position does not directly supervise personnel , but it carries substantial responsibility for ensuring the successful performance of a high-value contract and its associated deliverables.
