The Proposal Manager will manage the full proposal lifecycle, from solicitation analysis and proposal planning through final production and submission. This individual will work closely with company leadership, business development, technical subject matter experts, contracts, finance, and other contributors to transform technical and business information into clear, compelling, and compliant proposals. The ideal candidate has direct experience managing federal government proposals, with a strong preference for candidates who have supported DoD procurements and competitive source selections . This position does not require a security clearance. Key Responsibilities Manage the end-to-end proposal development process for DoD and federal government opportunities, including RFPs, RFQs, RFIs, task orders, and other solicitations. Analyze solicitation requirements, including Sections L and M , instructions to offerors, evaluation criteria, statements of work, performance work statements, and attachments. Develop proposal schedules, outlines, compliance matrices, writing assignments, and submission plans. Coordinate proposal activities across technical, management, contracts, pricing, recruiting, and executive teams. Lead proposal kickoff meetings and recurring proposal status meetings. Establish and enforce proposal schedules, milestones, internal deadlines, and review cycles. Ensure proposals are fully compliant with solicitation requirements and responsive to government evaluation criteria. Coordinate and facilitate Pink Team, Red Team, Gold Team, and final compliance reviews , as appropriate. Work with technical subject matter experts to develop clear and persuasive technical and management narratives. Review and edit proposal content for clarity, consistency, responsiveness, grammar, formatting, and overall quality. Identify proposal gaps, weaknesses, and compliance risks and work with contributors to resolve them before submission. Maintain version control and manage proposal documentation throughout the development lifecycle. Coordinate with contracts and pricing personnel to ensure consistency between technical, management, and cost/price volumes. Manage final proposal production, quality control, and electronic submission. Support development of capability statements, white papers, responses to RFIs, sources sought responses, and other government acquisition materials. Maintain and improve reusable proposal content, past-performance information, resumes, corporate experience, templates, and proposal libraries. Conduct post-submission lessons learned and incorporate improvements into future proposal processes. Support multiple proposal efforts simultaneously when required. Required Qualifications Bachelor's degree or equivalent combination of education and relevant professional experience. 5+ years of proposal management, proposal development, or related federal contracting experience. Experience interpreting solicitation requirements and developing proposal compliance matrices and outlines. Demonstrated ability to manage proposal schedules, contributors, reviews, and deadlines. Excellent written and verbal communication skills. Strong editing, proofreading, organization, and document-management skills. Ability to translate complex technical information into clear, concise, and persuasive proposal content. Ability to work effectively with executives, technical personnel, contracts staff, pricing teams, and other stakeholders. Ability to manage competing priorities and perform effectively under firm proposal deadlines. Proficiency with Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and related collaboration tools. Must reside in the greater San Diego, California area and be able to attend occasional in-person meetings or proposal activities. Preferred Qualifications Direct experience managing Department of Defense proposals . Experience supporting Navy and/or Marine Corps customers and procurements. Experience with DoD professional services, engineering, cybersecurity, IT, software, systems engineering, test and evaluation, or technical support contracts. Experience with IDIQs, GWACs, BPAs, multiple-award contracts, and task-order competitions . Familiarity with FAR and DFARS requirements applicable to federal proposals. Experience developing technical, management, staffing, transition, past-performance, and corporate-experience volumes. Experience supporting cost/price volume development and coordinating with pricing personnel. Experience with Shipley or similar structured proposal-development methodologies. APMP certification or similar proposal-management credential. Experience supporting small or mid-sized federal contractors in competitive DoD procurements. Key Competencies The successful candidate will be: Highly organized and deadline-driven. Detail-oriented with a strong focus on compliance. Comfortable holding contributors accountable for proposal deadlines and deliverables. An effective communicator who can work with both technical personnel and senior leadership. Capable of independently managing a proposal effort while coordinating contributors across a distributed organization. Able to recognize what makes a proposal merely compliant versus genuinely competitive. Comfortable operating in a fast-paced federal contracting environment where proposal priorities and deadlines can change quickly. Work Environment This is a remote position based in the San Diego area . Day-to-day work may be performed remotely, but the employee must be available to attend occasional in-person meetings, proposal sessions, company activities, or other business requirements in the San Diego area.
