The ideal candidate will bring deep knowledge of DLA's acquisition processes and systems relating to small business policies and procedures and will play a key role in documenting, improving, and standardizing acquisition workflows. This role focuses on documenting and mapping procurement processes across multiple Major Subordinate Commands (MSCs), with particular attention to acquisition strategies and decisions that impact small businesses. This role works closely with a Process Development Team to create clear process instructions and flow charts that support operational efficiency, compliance, and workforce training.
Key Responsibilities:
Serve as a DLA Acquisition Subject Matter Expert (SME) supporting the Small Business Office at HQ Document end-to-end procurement processes across multiple MSCs that impact small business utilization Analyze acquisition strategies related to procurement actions affecting small business participation Develop, write, and maintain clear, detailed process instructions related to pre-award and buying activities Collaborate with the Process Development Team to design and refine process flow charts and documentation Analyze current processes and recommend improvements aligned with regulations and policy Ensure documentation aligns with federal acquisition regulations, DLA policies, and contracting standards Engage and network with stakeholders across DLA HQ and MSCs to validate processes and ensure accuracy Identify gaps, inconsistencies, or improvement opportunities in current procurement practices Manage tasks independently while contributing effectively within a cross-functional team Manage workload independently while contributing effectively in a collaborative team environment
Required Qualifications:
Prior experience with DLA pre-award or buying processes Former or current GS-1102 series experience (or equivalent) at GS-11 level or higher Strong understanding of: o Federal acquisition regulations and policies o Small Business Requirements o Contracts, solicitations, and pre-award documentation o Buying and procurement lifecycle within DLA Experience with DLA's Enterprise Business System (EBS), FPDS, SAM.GOV, and eProcurement Proven ability to write clear, concise, and detailed procedural instructions
Required Skills:
Excellent written communication and technical writing skills Proficiency with Microsoft Office (Word, Excel, PowerPoint) Ability to work independently, manage priorities, and meet deadlines Strong collaboration skills and comfort working in cross-functional teams Effective time management and organizational skills Strong professional networking and stakeholder engagement abilities Expert problem-solving skills
Preferred Qualifications:
Experience supporting process improvement or transformation initiatives Familiarity with standard process modeling or documentation methodologies Experience supporting training, onboarding, or knowledge-management efforts Experience developing or supporting process documentation and flow charts Experience supporting or working with a Small Business Office or small business programs

Government Contract Support Salary Range:
