Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers.

Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts forcompliance with certification requirements, laws, regulations, policies, and procedures.

Negotiates contract renewals and amendments.

Oversees complex contract programs to include reviewing proposals, issuing work orders, monitoring budget allocations andexpenditures.

Oversees contract documents and ensures management understands and authorizes contract terms involving multiple statewidecontracting programs.

Oversees the administration of complex agreements and contracts.

Oversees the audit of payment invoices for completeness, accuracy and compliance with terms of contract and governmentalcontracting rules, regulations and procedures.

Researches complex state and federal statutes and opinions, Department policies and previous contracts.

Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technicaltraining; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage;and presenting workflow and operational updates to the supervisor/manager.

Performs other job responsibilities as assigned.
