Job Description

Position Summary Plans, directs, manages, and oversees the activities and operations of the City's centralized purchasing and contract administration functions. Ensures procurement activities comply with federal, state, and local laws, including Texas Local Government Code, while promoting transparency, competition, fiscal responsibility, and operational efficiency. This position develops procurement policies, manages formal solicitations (IFBs, RFPs, RFQs), oversees contract lifecycle administration, supervises purchasing staff, and serves as the City's subject matter expert on public procurement and contracting. Procurement & Contract Administration Direct all procurement activities, including competitive solicitations (IFB, RFP, RFQ, CSP), and approve solicitations, evaluations, and award recommendations Oversee full contract lifecycle, including drafting, execution, renewals, amendments, and vendor performance monitoring Maintain centralized procurement and contract systems to ensure accurate tracking, documentation, and accountability Compliance, Policy & Financial Coordination Ensure compliance with Texas Local Government Code, federal requirements, and City policies, maintaining strong internal controls and audit readiness Develop and update procurement policies and procedures, promoting ethical standards and risk mitigation Coordinate with Finance to ensure funding availability, proper coding, encumbrance tracking, and alignment with budget requirements Oversee process Purchase Card (P-Card) program. Leadership, Vendor Management & Strategic Improvement Lead and develop procurement staff, establishing performance expectations and fostering accountability and service excellence Manage vendor relationships, promote competition, and resolve disputes or performance issues Drive strategic initiatives, including process improvements, automation, cost savings, cooperative purchasing, and long-term procurement planning Knowledge, Skills & Abilities Comprehensive knowledge of public sector procurement laws and regulations, competitive solicitation processes, contract administration, and risk management requirements Strong negotiation and vendor management skills, with the ability to interpret complex legal and contractual documents Expertise in policy development, implementation, and preparing formal communications, including Council agenda items Proven leadership capability in supervising staff, managing multiple high-value procurements, and utilizing ERP and e-procurement systems Ability to exercise sound judgment, ensure ethical and transparent practices, resolve complex issues, and present recommendations to executive leadership and City Council
  • Bachelor's degree in Business Administration, Public Administration, Finance, or related field
  • Five (5) years of progressively responsible public procurement experience
  • Two (2) years of supervisory experience
  • Experience managing formal competitive solicitations Preferred Qualifications Certified Professional Public Buyer (CPPB) Certified Public Procurement Officer (CPPO) Experience in municipal government Knowledge of construction procurement and capital projects Experience with ERP systems (e.
