Job Description

Manage the administration of contract documents, specifications and payments. Ensure all contract related activities are conducted in compliance with state and federal laws, regulations, policies and guidelines. To manage the District Contract Administration Office. Manage the processing and payment of contractor and consultant payment vouchers in compliance with state and VDOT policies and procedures. Approve or recommend approval of contractor payments, work orders, sublets and other documentation related to the Contracts Office. Coordinate consultant staffing needs with consultant inspector coordinators and Area Construction Engineers. Provide support and guidance to VDOT and consultant staff.
How you will contribute:
Computers:
Manage data entry into various VDOT databases: Initiate contracts in Site Manager; enter work orders, update project schedules and enter additional items in Site Manager; serve as technical expert for Site Manager; resolve system and user related problems. Identify and refer hardware problems to IT staff. Manage District Maintenance charges database in order for charges to be converted and downloaded to the financial system. Responsible for timely and accurate data entry for the District Project Database, Construction Activity Report and District off-site storage database. Ensure project budget information is entered into CERS monthly.
Contract Payment Vouchers:
Manage the processing and approval of payment vouchers. Analyze errors and make corrections. Verify information provided on vouchers and supporting documentation is accurate and complete. Manage post construction activities including the preparation of final vouchers.
Contract and Project Management:
Assist others in investigating contract changes, extensions and claims. Investigate and provide recommendations on questions related to interpretation of specifications, contracts, policies, procedures and issues related to contract payments.
Data Management:
Manage contract data, documents and records in accordance with established policies and procedures.
Document Control:
Manage District Construction project files and records. Manage district off-site storage and records retention program. Respond to FOIA requests.
Supervision:
Provide leadership and guidance in the management and delivery of contract administration services. Supervise staff in performance of program tasks and ensure compliance of activities related to program areas.
What will make you successful:
Ability to communicate effectively orally and in writing with internal and external customers. Ability to interpret and apply policies and procedures related to contract administration. Ability to read and comprehend the laws related to transportation as reflected in the Code of Virginia. Considerable knowledge of engineering construction principles and practices; highway construction processes; quality assurance and quality control methods. Considerable knowledge of state and federal standards related to highway construction, constructability review processes and practices, and problem resolution methods. Knowledge of financial procedures related to construction and maintenance. Knowledge of financial procedures related to public contracting. Knowledge of supervisory principles and practices to include performance management and discipline. Skill in the use of computers and software applications to include automated financial and construction management programs.
Minimum Qualifications:
Ability to read and comprehend the laws related to transportation as reflected in the Code of Virginia. Experience applying engineering construction principles, practices, highway construction processes, quality assurance and quality control methods. Experience applying state, federal standards related to highway construction, constructability review processes, practices, and problem resolution methods. Experience with financial procedures related to construction, maintenance and public contracting. Skill in the use of computers, software applications to include automated financial and construction management programs.
Additional Considerations:
A combination of training, experience, or education in Business, Contract Administration or related field desired. Construction field operations, construction management or equivalent experience. Experience applying supervisory principles and practices to include performance management and discipline. Virginia Contracting Officers (VCO) Certification.
