Performs pre-award and post award contract functions to include solicition development, financial analysis, negotiion and contract administrion supporting the NAF Business and Support Services Division (MR), the Marine and Family Programs Division (MF) and Marine Corps Community Services (MCCS) activities. Requirements will focus on construction and AE services. May solicit, award and administer supply/service contracts. Uses knowledge of various types of contracts, methods of contracting and selection factors to plan stregies to procure complex requirements and conduct negotiions in pre-award and post award phases of contracting. Reviews requests, analyzes requirements, and recommends revisions to stements of work or specificions. Decides on type of contract, milestones and procurement plans. Reviews justificions for single or sole source procurement actions and prepares documention. Uses knowledge of a variety of: program objectives, technical services and commercial business practices to identify sources, analyze financial da and proposals to participe in planning, negotiion and administrion. Analyzes proposals for conformance with the solicition. Performs financial analysis to determine price reasonableness. Coordines technical evaluion to determine acceptability of technical proposals. Obtains pre-award surveys to establish contactor responsibility and obtains audits and pricing reports to develop negotiion stregy. Negoties with potential contractors. Awards contracts within deleged contracting officer authority or recommends award to contracting officer. Conducts post award conferences and debriefings. Responds to protests of contract awards, contractor complaints and inquiries reling to procurement action. Performs contract administrion functions until final delivery and payments are completed and contracts are closed and retired. Performs warning and terminion actions as required. May personally monitor contractor¿s performance via telephone conversions, correspondence, reports and s for stus of contract performance, scheduling, problems and proposed solutions and verificion of deliveries. Interprets contract provisions for contractors andMR/MF/MCCS
officials. Negoties contract modificions. Renders decisions on contractor complaints, inquiries reling to procurement actions and claims. In consultion with the supervisor develops priorities and critical deadlines. Independently coordines and carries out work and resolves most problems th occur. Maintains contract files pertaining to all phases of procurement from solicition to contract award, post award administrion, and final retirement of files. Composes clear, concise and effective original correspondence and memoranda. Monitors organizional participion in system wide contracts and joint contracts with sister services as required. Uses federal procurement laws, command contracting regulions, instructions, and Comptroller General decisions as reference to complete work. Interprets guidelines to determine extent of relevance. Exercises experience judgment, initiive and resourcefulness to identify aspects of regulions and laws for applicion, to design new provisions or innovive financial arrangements to develop justificions th include modificions th may devie from usual practice. Adheres to safety regulions and standards. Uses required safety equipment and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupional illness, and/or property damage resulting from workplace mishaps to the immedie supervisor. Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communices positively in a professional manner. Asks questions to determine, verify and solve problems. Checks for sisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Qualificions Bachelors' degree in contracting, acquisition planning or a reled field approprie to the work of position OR three years of experience in the occupion, or a reled field or work area, OR an approprie combinion of educion and experience th demonstres possession of knowledge and skill equivalent to th gained in the above, OR approprie experience th demonstres th the applicant has acquired the knowledge, skills, and abilities equivalent to th gained in the above. Experience in construction contracting strongly preferred. Knowledge of federal, ste and/or local contract laws, regulions and commercial business practices and procedures applicable to the acquisition of a variety of requirements. Knowledge of various types of contracts, methods of contracting and stregies to conduct negotiions in pre-award and post award phases of contracting. Knowledge of program objectives sufficient to identify sources, analyze financial da, review contract proposal, determine contractor responsibility and administer complex contract requirements.
