- Overview
- Nightwing is seeking a highly experienced Senior Proposal Manager to lead the development of compliant, compelling, and high‑quality proposals for Federal Government customers.
- Key Responsibilities
- Serve as the strategic lead for the planning, development, and delivery of compliant RFP, RFQ, and RFI responses across multiple government agencies.
- Analyze RFPs to create detailed compliance matrices, proposal outlines, and production plans.
- Build and manage comprehensive proposal schedules and timelines, ensuring all proposal activities meet deadlines.
- Assign, coordinate, and oversee taskings for writers, solutioning teams, and subject matter experts.
- Lead structured content development, ensuring accuracy, clarity, and full compliance with
RFP/RFQ/RFI
instructions and evaluation criteria.- Draft, edit, and proofread proposal sections in support of volume leads and writers, as needed.
- Guide development of technical, management, past performance, price, and other proposal volumes.
- Apply Shipley best practices to proposal strategy, organization, workflows, and reviews.
- Facilitate color team reviews and oversee incorporation of feedback into final submission.
- Ensure collaboration across capture, contracts, business development, marketing, and graphics. Ability to unite proposal contributors and functions to reach a common proposal goal.
- Track proposal status, submission quality, and outcomes, producing metrics for senior leadership.
- Required Qualifications
- Bachelor's degree in business or a related field.
- Minimum of 15 years serving as a Proposal Manager, with direct leadership of Federal Government proposal responses.
- Proven ability to create content and support volume writers in drafting technical and management narratives.
- Experience leading cross‑functional teams under tight deadlines in a high‑volume proposal environment.
- Strong understanding of Federal procurement processes, industry standards, and compliance requirements.
- Demonstrated ability to manage multiple complex proposals simultaneously.
- Expertise using collaboration platforms such as SharePoint and similar systems.
- Strong leadership, communication, and organizational skills.
- Experience applying Shipley methodologies to proposal development.
- Active TS/SCI clearance.
- Protect sensitive materials and manage workflows for classified proposal development.
- Desired Qualifications
- A PMP certification.
- Experience using Salesforce for pipeline or opportunity management.
- Experience managing proposal responses for multiple Federal agencies.

- The salary associated with this position ($99,000-$206,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise.
