293346410 Job Description Job Duties/Scope Of Work The Technical Advisor is an expert within the accounting and finance discipline and supports managers, directors, and senior leadership during the planning and execution of work. This position will troubleshoot problem areas and work collaboratively with other managers, subject matter experts, and program/project managers (within other departments and organizations, including the DOE Hanford Field Office) to develop and implement strategic initiatives related to Fleet Services support. This position will provide support to HMIS Fleet Services management, specifically regarding system modernization efforts, financial processing, Cost Accounting Standards compliance, and administration of usage-based services (UBS) and inter-contractor work orders (ICWO). This position supports the Fleet Management organization in administering UBS and ICWO scopes of work by ensuring accurate pool liquidations. The related fleet charges within the scope of this position impact hundreds of discrete monthly invoices, per the accuracy of data and ongoing invoice questions of customers. This position is key to success in both timely payment of HMIS invoices and resultant cash flow, as well as proper compliance with subsequent DOE Hanford Field Office (HFO) rate and cost audits.
  • Lead and coordinate change management processes and implement innovative practices to streamline business processes as well as participate in both internal and external audits and respond to audit findings
  • Conduct research and provide recommendations that support strategic initiatives such as the development and enhancement of strategies, new processes, and automation
  • Monitor financial data and invoices for indications of anomalies or potential issues. Ensure anomalies or potential issues are communicated with management and/or the appropriate organizations for proper evaluation
  • Ensure appropriate records and documentation of billing are maintained in a logical manner to document work performed
  • Ensure that technical policies, guidance, and procedures are rigorous and comprehensive
  • Identify operational risk factors that may impact the business performance of the organization
  • Assist in the accurate and timely completion of contract deliverables
  • Support database upgrades and system changes to improve processes
  • Perform Management Assessments
  • Develop metrics and presentations to management as requested Basic Qualifications BA/BS degree plus 10 years, or equivalent combination of education and experience Progressive and directly related experience in Finance, Accounting, business administration or related field Proficient in MS Office platforms The candidate must be a highly motivated, compliance-focused team member who thrives working in a results-oriented organization Attention to detail, possess high-level analytical skills, and flexibility to changing requirements Able to think strategically and have a firm understanding of the business goals and priorities and what it takes to execute Strong interpersonal, team-work, and decision-making skills Strong written and verbal communication skills Experience in a fleet, transportation, automotive repair or similar service organization Ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge Desired Qualifications Experience in government procurement Previous experience with accounting system compliance, preferably on Department of Energy and/or Department of Defense contracts Experience in a fleet, transportation, automotive repair or similar service organization Advanced Microsoft Excel and Power BI knowledge Experience with Hanford applications and/or similar financial and project/performance management software programs: Asset Suite, Crystal, PMRS, HANDI Compensation & Benefits Grade 20: $131,888•$166,263 Grade 21: $145,150•$183,050 HMIS offers a comprehensive benefits package that includes medical/dental/vision, short-and long-term disability, life insurance, 401(k) plan, and paid time off.
