121 SENIORASSOCIATE DIRECTOR
Under the direction of the Vice-President, shall perform highly responsible administrative technical and supervisory work with complex and varied duties pertaining to the operations and functions of the division.MINIMUM QUALIFICATIONS
- Master's degree in business management, business administration, public administration, or closely related field, or master's degree in social service field such as Sociology, Psychology, Human Services, Criminal Justice, Child Development.
- Minimum of six (6) years of responsible administrative experience with four (4) of those years directly supervising programs, staff and contracts or any combination of education and experience to equal 12 years as documented by past employment relating to supervision of staff, operations and functions.
- Ability to exercise judgment and discretion in interpreting department policy and staff supervision matters.
- Ability to organize personnel and operations to accomplish project goals within established time limitations.
- Broad knowledge of rules, regulations, and policy applicable in the processing or completion of business details.
- Prefer someone with clinical knowledge of mental and behavioral health.
DUTIES & RESPONSIBILITIES
(Not Inclusive):- Formulates and defines operational and administrative guidelines for the division.
- Formulates and defines programming guidelines for the division.
- Prepares and revises operating budgets.
- Supervises and authorizes all expenditures of project funds for each program in the division.
- Prepares funding requests and grants as applicable to the operations of the division.
- Determines and develops new grants for the division including fund raising activities and solicitations from various sources.
- Develops a Division Service Plan following the "wrap around" model.
- Participates in task forces and committees as required by funding sources.
- Liaison activities with community and community groups include speaking and program presentation to these groups.
- Determines and supervises in-house and other training activities regarding project staff.
- Is responsible for planning timetables for Youth Development, Inc. component grants and long-term activities.
- Implement Board policies, Youth Development, Inc. regulations, performance standards, and state and local licensing requirements.
- Interprets all government regulations, transmittal notes, and memoranda pertaining to the Youth Development, Inc. program policies and operating procedures based on these guidelines.
- Prepare administrative work plan and delegates tasks to staff to carry out the plan.
- Works closely with the division's Associate Directors and the Vice President in supervising the various programs under the division, including ensuring contract compliance, staff development, fiduciary accountability, budgeting, etc.
- Other duties as assigned.
JOB CHARACTERISTICS/PHYSICAL DEMANDS
This position is exempt from overtime provisions of the Fair Labor Standards Act. This is a professional position, which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with Head Start employees, community residents, parents and local government agencies. Strict adherence is required to all regulations concerning confidentiality. Good general health and ability to lift and carry 55 lbs. are essential. TB skin test and physical are required at offer to hire. Physicals may be required every five years. Background investigation to include fingerprinting is required. Travel may be required. Proof of valid driver's license and car insurance is required. Must be able to perform essential job duties with or without reasonable accommodation. Youth Development, Inc. is an at-will employer.
