EMERGENCY SERVICES MANAGER

118Annual Salary Range:
$106,500 - $157,000 The successful candidate's placement in the salary range will depend upon previous experience in a similar role. The City of Tempe offers a comprehensive benefits package including: 13 Paid Holidays and 1 Personal Day Vacation Accrual starts at 9.33 hours/month. Higher monthly vacation accrual rates may be available with prior ASRS service. RC#902456 DESCRIPTION / ESSENTIALFUNCTIONS
This position coordinates the City's emergency management efforts for large-scale disasters and incidents, including preparation, mitigation, response, and recovery from all potential hazards. Collaborates, plans, trains, and exercises with critical response agencies and educates on response procedures and victim reunification, while developing Mutual Aid Agreements and performing Hazard Vulnerability Assessments. Works on special projects, reviews and revises emergency operation plans, ensures interoperability between responders, and develops and evaluates Homeland Security exercises to improve regional preparedness and response capabilities. Duties include, but are not limited to the following: Develops and maintains comprehensive emergency operations plans (EOP), continuity of operations plans (COOP), and hazard mitigation strategies. Oversees response coordination during incidents, including activation of emergency operations centers (EOC) and communication protocols. Leads emergency preparedness training, drills, and exercises for staff and community stakeholders. Collaborates with fire, police, EMS, public works, healthcare providers, and government agencies to ensure integrated response capabilities. Manages emergency notification systems and public information dissemination during crises. Monitors and analyzes risk assessments, emerging threats, and incident reports to inform planning efforts. Administers emergency management budgets and pursues grants to support preparedness initiatives. Ensures compliance with federal, state, and local emergency management regulations. May perform responsibilities of a similar nature and level as assigned.REQUIREMENTS
Experience:
Five (5) years of experience in emergency management administration and development to include experience in developing and administering associated plans, policies, and procedures or related experience. Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant's full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.Education:
Bachelor's degree in Emergency Management, Homeland Security, Preparedness or related field. Professional Licensure and/orCertifications:
Valid driver's license Completion of Incident Command System (ICS) 100, 200, 300, 400, 700, 800 courses Certified Emergency Manager (CEM) program certification through the International Association of Emergency Managers (IAEM) is preferred Member of All-Hazards Incident Management Team (AHIMT) is preferredAdditional Requirements:
