Job Description

Coordinates the activities of county departments, municipalities, public safety agencies, mutual aid forces and volunteer service agencies in the planning, response, recovery and mitigation of emergencies and disasters.
  • Reviews, maintains, updates and coordinates emergency management plans, Standard Operating Procedures, Continuity of Operations Plans as required; ensures a cooperative and cohesive response and recovery effort in the event of an emergency or disaster.
  • Reviews licensed healthcare facilities' disaster plans for compliance with applicable State requirements.
  • Coordinates shelter management and operations needs with local organizations; records data and statistics related to shelter operations.
  • Participates in public speaking engagements on topics including but not limited to disaster preparedness, emergency management, and related safety events.
  • Coordinates and conducts public outreach opportunities to include use of Alert Okaloosa, and Everbridge.
  • Provides administrative support to the Emergency Operations Center before, during, and after disaster events, to include social media management, providing technical support, and other related activities as required.
  • Assists in all aspects of grants, to include researching and identifying grant opportunities, disseminating grant information, implementation of grants, preparing reports, and closing out projects.
  • Serves as a liaison with citizens to address issues and/or questions related to grant programs, community programs, disaster preparedness, complaints and issues, educational opportunities, and/or other related issues.
  • Facilitates and/or attends training, professional development sessions and disaster planning exercises as required.
  • Coordinates local mitigation strategy efforts, to include all aspects of coordinating and organizing public meetings.
  • Develops and maintains local mitigation strategy plans, to include updating and maintaining planning documents.
  • Performs other duties as assigned.
Education, Training, and Experience:
Associate's degree with course work emphasis in Emergency Management, Public Safety, Business Administration, or a closely related field; supplemented by a minimum of one (1) year of experience in emergency management, or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Experience creating/maintaining comprehensive emergency management plans and continuity of operations plans is preferred. Experience managing Everbridge accounts is preferred. Experience in website design and/or WebEOC is preferred. Licenses and/or
Certifications:
Requires a valid driver license. Completion of Incident Command System (ICS) 100, 200, 700, and 800 courses required. Completion of Incident Command System (ICS) 300 and 400 required within one (1) year of employment. Hazardous Materials Awareness Certification preferred.
Physical Requirements:
Requires the ability to operate a variety of machines and office equipment to include copy/fax machine, computers, and printers. Must be able to exert 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects. Must be able to ascend/descend ladders, stairs, and the like, using feet and legs or hands and arms. Exhibits the ability to traverse uneven or irregular terrain while maintaining control of one's self, and be able to tolerate stationary positions often up to 50% of the time. Requires the ability to position self in a bending, stooping, or possible crawling position on occasion. Must be able to demonstrate the use of precise dexterity to accomplish everyday tasks. Requires the ability to work for sustained periods of exposure to outside atmospheric conditions. Must be able to detect and identify minute details and/or errors in various forms of field or computer work. Physical demands are essentially those of sedentary work.
Language Ability:
Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.
Intelligence:
Requires the ability to apply principles of emergency management and common sense understanding to carry out detailed written or oral instructions; to deal with several simultaneous problems involving many variables in evolving situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.
Numerical Aptitude:
Must be able to add and subtract totals, multiply and divide, calculate percentages and decimals.
Interpersonal Temperament:
Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
