Department Community Resources & Emergency Management Location Laurel Municipal Center Position Type Full-Time Employee (35hr/wk) Salary $31.18/hr., $56,747 annually Open Date 07/13/2026 Close Date 07/24/2026 Description SUMMARY - The Department of Emergency Management (DEM) is responsible for supporting, planning, and preparing for emergencies; coordinating emergency response and recovery efforts; conducting public outreach; and disseminating information during emergencies and disasters. As a part of the Department of Emergency Management, the Emergency Management Specialist will assist in each phase of emergency management. This position may be required to work weeknight and weekend hours to support City operations and events. This position is also deemed essential, which may require additional work hours, with little to no advance notice, to support the City during emergencies and disasters.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Assists with the development, maintenance, testing, and updating of the City's emergency management plans including, but not limited to, the Comprehensive Emergency Management Plan (EOP), location-specific Emergency Action Plans (EAPs), Continuity of Operation Plan (COOP), and additional City plans, as assigned. Issues, tests, and maintains operational readiness and inventory of the City's AEDs as part of the Maryland Institute for Emergency Medical Services Systems' Public Use AED program. Coordinates and facilitate training opportunities regarding CPR / AED, first aid, Community Emergency Response Team (CERT), incident command system, emergency operations center (EOC) operations, and other training, as necessary. Assists with planning, conducting, and evaluating training and exercises for City employees, community stakeholders, and external support agencies. Participates in and represents the Department of Emergency Management at public outreach events. Manages social media outlets to disseminate emergency and non-emergency information to the public. Assists in supporting the City's flood mitigation program and Community Rating System. Supports other related duties and responsibilities, as assigned.

- This job has no supervisory responsibilities.
MINIMUM QUALIFICATIONS
- The minimum eligibility requirements for this position are as follows: Proven ability to track and manage several projects and processes simultaneously. Highly effective oral and written communicator with the ability to adapt to a wide range of communication styles. Exceptionally motivated, organized, and, a team player with a willingness to help where required. Ability to expediently process a workload that includes several complicated administrative tasks that update frequently. Professionalism and discretion. Working knowledge of social media platforms. Knowledge of emergency management systems and software. Ability to exhibit attention to detail with accuracy and precision while accomplishing tasks. Experience/knowledge in emergency management plans, training and exercises, and/or hazard mitigation is preferred. EDUCATION and/or
EXPERIENCE
- Bachelor's degree in Emergency Management or related field from an accredited college or university, at least five years of professional level experience in emergency management, or an equivalent combination of education and experience.
CERTIFICATES, LICENSES, REGISTRATIONS
- Applicants must have successfully completed the following National Incident Management (NIMS) command courses within (6) months of employment with the
City:
IS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800. COMPUTER SKILLS
- Ability to operate a computer terminal or Personal Computer and use typical word processing software such as Microsoft Word and able to use spreadsheet software such as Microsoft Excel. Able to learn and apply other office software and automated office procedures.
