Job Summary The Director of Facilities Operations is responsible for the administration, management, program planning and development/direction of facilities, grounds, and maintenance activities for the Plant Operations department. This position will oversee hospital, clinic, research, educational, and administrative facilities serving multiple geographic locations. This position is highly available to address routine operational and emergency needs of the facilities. Position maybe required to work in all types of weather conditions as well as varying hours and days. Major Responsibilities/Duties/Critical Tasks Serves as the central point of contact for facilities to the healthcare facility operations administration. Oversees the utilization of energy utilities and implement energy reduction programs. Completes annual budgets, monitors and reconciles departmental accounts monthly, and prepares expense variance reports as required. Analyzes facilities and equipment needs and prepares specifications and justifications for acquisitions. Develops and prepares project requests and scheduling, budget funding requests, capital renewal plans, capital equipment plans, and related campus master plan. Recommends and implements changes for improvements in quality, efficiency, effectiveness and cost savings as appropriate. Manages plant operations contracts related to outsourced department operations in areas of responsibility, including representing the Health Center's interests and outsourcing company representatives. Ensures campus grounds are maintained by established standards that support a welcoming environment and meet contractual obligations. Effectively manages employee relations and provides leadership to create and maintain an effective workforce that promotes a strong service orientation by hiring qualified applicants, training personnel to performance standards, and evaluating performance. Assists in developing and preparing related institutional plans for Plant Operations including strategic and information systems plans. Prepares and presents documentation and records for The Joint Commission accreditation and regulatory reviews. Participates in the Safety Committee, EOC, and Emergency Management Committee. Interprets, implements, and assures compliance with health center policies, directives, and procedures. Administer property protection and automobile liability policies acquired through U.T. System Other duties as assigned. Required Education/Experience Bachelor's degree in business, science, engineering, or a related field. Five (5) years' experience in plant operations, maintenance, or construction. Experience in a leadership capacity including professional staff supervision. May accept a combination of education and experience. Preferred Education/Experience Master's degree. Seven (7) years of demonstrated success as a department manager in a related area for a healthcare setting. Preferred Certifications/Licenses Certified Healthcare Facilities Manager (ASHE). Accompanying Knowledge, Skills, Abilities and Competencies Thorough working knowledge of The Joint Commission, NFPA, CMS rules and regulations pertaining to services areas of responsibility, and other healthcare administration related policies and procedures. Strong working knowledge of engineering and construction principles, practices, procedures, applicable laws and government regulations is required. High level of skills with Microsoft Office including Outlook, Word, and PowerPoint. Strong customer service and communication skills, both in person and over the phone. Detail-oriented with the ability to manage multiple responsibilities and effectively prioritize and define key decisions to be made. Ability to work independently and as part of a team. Ability to interact professionally with patients, faculty, and university leadership. Demonstrated flexibility and initiative in a dynamic work environment. Knowledge of applicable local, state, and federal building codes. Familiarity with applicable federal postal laws and regulations. Ethical. Ability to maintain confidential information.
