Deputy Director Facilities & Land Management

Under limited supervision, assists the Director of Facilities and Land Management in planning, directing, and administering the operations of County facilities, maintenance services, custodial services, land management operations, and capital improvement projects throughout Gila County. The Deputy Director provides executive-level leadership in the coordination and oversight of facility maintenance operations, infrastructure systems, capital improvement initiatives, and contracted service providers to ensure the safe, reliable, and efficient operation of County facilities and land assets. This position serves as a key advisor to the Director and supports strategic planning, regulatory compliance, asset lifecycle management, and fiscal stewardship for County infrastructure and facilities programs. The Deputy Director acts on behalf of the Director in their absence and coordinates with County leadership, contractors, regulatory agencies, and community partners to support operational continuity and infrastructure reliability across a multi-site portfolio of County facilities.

SUPERVISORY RESPONSIBILITIES

Regularly assigns work to other employees and supervises related activities. Provides recommendations regarding hiring employees, scheduling work hours, evaluating employee performance, employee promotions and salary increases, employee disciplinary actions and employee training. Makes final decisions regarding employee coaching, employee grievances and managing assistants and supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES TIME SPENT

• Assists the Director in planning, organization, and administration of departmental operations, including facilities maintenance, custodial services, security infrastructure, inspections, asset lifecycle management, and capital improvement activities. Integrates structured maintenance planning practices, safety controls, and compliance requirements into operational workflows and supports implementation of departmental goals, policies, and service standards consistent with County strategic objectives. Participates in development and implementation of the Capital Improvement Plan (CIP), including multi-year infrastructure forecasting, lifecycle modeling, and asset replacement planning. Supports strategic capital prioritization based on risk, asset condition, operational impact, and fiscal sustainability. 25% Provides operational leadership to supervisors, managers, and professional staff through direct and functional oversight of workforce activities, maintenance execution, and contracted services. Promotes a culture of safety, accountability, regulatory compliance, and continuous improvement while supporting workforce development, succession planning, and performance management across geographically dispersed operations. Supports Continuity of Operations (COOP) planning and coordinates infrastructure stabilization during emergencies, including flood, wildfire, utility, and wastewater events. Ensures risk mitigation, regulatory documentation, and resilience principles are integrated into maintenance and capital programs. 20% Coordinates and oversees capital projects, renovations, infrastructure upgrades, and operational improvement initiatives. Ensures alignment of scope, scheduling, contractor administration, safety compliance, and budget performance. Monitors contractor accountability and adherence to contract terms, regulatory standards, and County requirements, and supports structured project planning and delivery practices across multiple facilities. 15% Serves as liaison with County Departments, contractors, consultants, regulatory agencies, advisory committees, nonprofit partners, and community stakeholders. Builds and maintains collaborative partnerships, represents the department in public forums and briefings, and ensures transparent communication of operational priorities, compliance requirements, and infrastructure initiatives. 15% Ensures compliance with applicable Federal, State, and local laws, codes, and occupational safety standards. Supports development, implementation, and continuous improvement of departmental policies, procedures, standard operating practices, and risk mitigation strategies. Translates regulatory requirements into practical operational controls across maintenance, construction, and contract administration functions. 15% Provides operational oversight of departmental budgets within approved allocations. Assists in budget development, financial monitoring, and cost control measures while aligning maintenance planning, capital priorities, and risk management considerations with fiscal stewardship expectations. May exercise delegated authority consistent with County procurement and contract administration policies. 10% Performs other duties as assigned.

BUDGET RESPONSIBILITIES

This position reviews, edits and approves for submission department level budget in coordination with the Director. Participates in planning and administration of departmental and program budgets; monitors budgets and expenditures; and monitors divisional budgets and grant financial responsibilities. Provides operational oversight of department budgets within approved allocations, aligning maintenance planning, asset lifecycle priorities, and risk management considerations with fiscal controls. May exercise delegated authority consistent with County policy for contract administration, project execution, and operational expenditures. Provides executive-level coordination and oversight of capital improvement initiatives, contractor performance, safety compliance, and multi-site project delivery to ensure alignment with regulatory requirements, infrastructure standards, and County strategic objectives.

PROJECT RESPONSIBILITIES

Provides project resource allocation based on pre-approved resources involving organizational planning projects, process improvement projects and technology projects. Initiates, communicates, reviews, and approves project resources involving quality assurance projects.

This position presents information, leads meetings, explains County procedures and policies, negotiates or persuades, trains colleagues, and responds to public inquiries.

MINIMUM EDUCATION REQUIRED/PREFERRED

Associate's Degree in Industrial Technology, Facilities Management, Engineering Technology, Occupational Health & Safety, Construction Management, Public Administration, or a closely related operational or infrastructure-focused field; or equivalent combination of education, training and experience. Bachelors Degree is preferred with education emphasizing occupational safety systems, regulatory compliance, asset maintenance planning, or contract administration is highly relevant to this role.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Five (5) years of progressively responsible experience in facilities operations, infrastructure management, industrial or commercial maintenance environments, or public-sector operations; or equivalent combination of education, training and experience. Experience must include operational or functional oversight of personnel, contractors, or workforce activities, with accountability for work execution, safety performance, and regulatory compliance outcomes within regulated or high-liability environments. Demonstrated experience in maintenance planning, service contract administration, and coordination of multi-site or geographically dispersed operations is required.

PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED

Professional certifications such as Certified Facility Manager (CFM) or Facilities Management Professional (FMP) or Certified Construction Manager (CCM), or similar credentials are preferred. Must possess and maintain a valid Driver's License.

KNOWLEDGE REQUIRED

Knowledge of occupational health and safety principles and regulatory compliance frameworks applicable to fixed plant operations, facilities infrastructure, and land management environments. Knowledge of structured maintenance planning systems, preventive and predictive maintenance methodologies, asset lifecycle management practices, and reliability-focused operational controls within multi-site or geographically dispersed portfolios. Knowledge of capital project coordination, service contract administration, contractor oversight requirements, procurement standards, and performance accountability systems in regulated or high-liability operational settings. Familiarity with public-sector risk management principles and environmental considerations relevant to facility systems and land-based assets.

SKILLS REQUIRED

Skills in coordinating and directing workforce activities across multi-site facilities and land assets through structured maintenance planning, scheduling systems, and performance oversight processes. Skill in administering and overseeing service contracts, evaluating contractor performance, and ensuring alignment with safety, regulatory, fiscal, and contractual requirements. Skill in aligning operational priorities, infrastructure reliability objectives, and capital planning considerations with budget controls and enterprise risk management strategies. Demonstrated ability to provide leadership to supervisors and professional staff while fostering collaborative relationships with regulatory representatives, advisory committees, community partners, and executive stakeholders.

Ability to represent the department effectively in executive settings and public forums while cultivating productive partnerships with regulatory agencies, advisory bodies, nonprofit organizations, and community stakeholders.

PHYSICAL DEMANDS

Regularly sits to complete reports, operate computers, and attend meetings. Occasionally required to walk, stand, bend, and visit field locations. May occasionally lift or move light to moderate materials or equipment.

WORK ENVIRONMENT

Incumbents in this position perform work in a standard office environment with occasional visits to facilities and project sites; may be exposed to variable weather conditions, noise, dust, and typical construction or maintenance site hazards. Occasionally performs work in outdoor areas and/or outdoor construction areas.

Incumbents in this position may be exposed to stressful situations, difficult or emotional interactions with customers or stakeholders, mechanical hazards, and typical risks associated with visiting operational or construction environments.

Incumbents in this position are required to follow all applicable safety policies and procedures. When visiting operational or project sites, they may be required to wear appropriate personal protective equipment (PPE) in accordance with site conditions and identified hazards.
