First Steps Recovery is designed to serve the needs of people from all walks of life. Our facility is accredited by the Joint Commission, certified by LegitScript, and is a licensed DHCS residential facility for detox. We offer residential rehab, medical detox, PHP, IOP, and a special online version of our PHP and IOP program.   • PTO plans Job Summary We are seeking a dedicated and experienced Regional Program Director to lead our nursing teams and operations team in providing exceptional patient care.
This position will oversee the Newcastle, CA facility and the Shingle Springs, CA facility., requiring weekly check ins at each location. The ideal candidate will possess strong leadership skills and a comprehensive understanding of nursing administration, with a focus on managing acute care settings. This role requires an individual who can effectively supervise nursing staff, develop care plans, and ensure compliance with all regulatory standards. Oversee the daily operations of the nursing and operations department, ensuring high-quality patient care is delivered.
Compliance Oversight:
  • Ensure full compliance with DHCS licensing requirements (Title 9, Chapter 5), Joint Commission and CARF behavioral health care accreditation standards
  • Monitor and ensure compliance with applicable laws, regulations, and standards including
HIPAA, 42 CFR
Part 2, CMS, state licensing, and accreditation bodies
  • Lead and manage preparation for audits, inspections, and accreditation surveys
  • Conduct regular internal audits, risk assessments, and compliance reviews
  • Investigate and resolve compliance concerns, including implementing corrective action plans.
  • Maintain current knowledge of state and federal regulations and industry best practices.
  • Administration of the Company's compliance efforts, including those pertaining to policies, procedures, training, programs and other resources to meet regulatory compliance
  • Monitor facility security and cameras
  • Communicate with billers to ensure payment at appropriate levels of care
Program Operations:
  • Oversee the delivery of operational services for all levels of care (e.g., detox, residential, outpatient)
  • Manage and audit the client intake and discharge process
  • Manage and audit the controlled and non controlled medication, records and storage
  • Manage and audit client case files to include treatment plans, group sessions, incidents
  • Develop, implement, and monitor policies and procedures
  • Evaluate program effectiveness through data collection, quality assurance, and outcome reporting
Staff Management:
  • Hire, supervise, ensure training and evaluate support staff
  • Conduct regular team meetings, performance evaluations, and professional development
  • Analyze data and industry trends to support evidence-based decision making
  • Ensure staff compliance with credentialing, training (including cultural competence and trauma-informed care), and documentation standards
  • Support partnership development with community stakeholders, referral sources, and funders
  • Collaborate with Medical Director and Clinical Supervisor(s) to ensure integrated care
  • Participate in critical incident management
Quality and Risk Management:
  • Lead Performance Improvement (PI) activities and maintain the Performance Improvement Plan
  • Support the design of innovative, compliant care models to improve access, quality, and sustainability
  • Monitor client satisfaction, incident reports, and corrective action plans
  • Ensure confidentiality, HIPAA compliance, and ethical standards of care
Leadership & Collaboration:
  • Act as a thought leader on regulatory and strategic matters, representing the organization at relevant forums Promoting a culture of ethics and integrity within the organization
  • Collaborate cross-functionally with clinical, administrative, admissions, UR, HR, and finance teams
  • Promote the program through networking and community education
Competencies:
  • Ability to multi-task, delegate tasks, manage client care, maintain facility standards
  • Relate well to diverse individuals inside and outside the organization; build constructive relationships
  • Maintain a working knowledge of current and emerging policies, practices, trends and developments affecting the industry; understand the competitive landscape
Education:
  • High School Graduate or GED required
  • Bachelors Degree in Human Services, Public Administration, Public Health or related field, preferred
  • Drug and Alcohol Counseling Certification or Nursing license preferred
Experience:
  • 3 years experience in the field of recovery or equivalent human services work experience required
Computer Skills:
  • Computer literacy in doc, spreadsheet, and email. Proficient in accessing systems and accurately generating data
  • Proficiency in
EMR, Client Management Software Certificates & Licenses:
  • CPR/First AID Required
  • Valid driver's license and insurable required Qualifications Proven ability to manage nursing staff effectively while promoting high standards of care.
Excellent understanding of anatomy and physiology as it relates to patient care. Experience in developing and implementing comprehensive care plans. Strong communication skills, both verbal and written, with the ability to interact effectively with patients, families, and healthcare professionals. Ability to supervise and mentor nursing staff while fostering a collaborative work environment.
