Project Manager - Grounds and Facilities Amelia Island Plantation Community Association (AIPCA) About AIPCA Amelia Island Plantation Community Association (AIPCA) is a 1,383-acre master-planned community located on the southern end of Amelia Island, Florida. The community encompasses maritime forests, dunes, wetlands, parks, lakes, lagoons, roads, trails, and community facilities. AIPCA is responsible for the stewardship, maintenance, and enhancement of all common properties within the community. Position Summary The Project Manager, Grounds & Facilities, plays a key role in preserving and enhancing the community's infrastructure, amenities, and natural environment. This position is responsible for managing multiple projects from concept through completion, ensuring projects are delivered on time, within budget, and according to established quality, safety, and environmental standards. The successful candidate will be a proactive, organized professional with strong project management and communication skills who thrives in a collaborative, member-focused environment. Reporting Relationship Reports directly to the Executive Director and work closely with the Grounds & Facilities Director (or designee), Finance Director, contractors, consultants, regulatory agencies, and other AIPCA departments. Provides project information and technical support to the Board of Directors and advisory committees through the Executive Director. Key Responsibilities Project Planning & Execution Manage grounds and facilities projects from inception through completion. Develop project scopes, schedules, budgets, cost estimates, and risk mitigation plans. Coordinate project priorities with leadership to align with strategic initiatives and maintenance needs. Monitor project progress and implement corrective actions when necessary. Attend committee meetings as requested, providing project updates and technical expertise while maintaining management responsibility for project execution. Procurement & Vendor Management Develop project specifications, bid packages, and Request for Proposal (RFPs). Coordinate contractor and consultant selection processes in accordance with AIPCA policies. Oversee contractor performance to ensure compliance with contractual obligations, safety standards, and quality expectations. Review invoices, change orders, and project closeout documentation. Budget & Financial Management Support preparation and tracking of project budgets in coordination with the Executive Director and Finance Director. Monitor expenditures and forecast project costs. Ensure projects remain within approved financial parameters. Stakeholder Coordination & Communication Serve as a primary point of contact for assigned projects, facilitating communication among internal staff, contractors, consultants, regulatory agencies, and stakeholders. Prepare project status reports and presentations for leadership, the Board of Directors, and advisory committees. Environmental & Regulatory Compliance Support projects within environmentally sensitive areas, adhering to applicable local, state, and federal regulations. Assist with permitting, inspections, and coordination with regulatory agencies as required. Ensure all projects align with AIPCA's commitment to environmental stewardship and sustainability. Quality, Safety & Risk Management Conduct regular site inspections to monitor safety, quality, and project progress. Identify potential project risks and implement mitigation strategies. Support project closeout activities, including punch lists, documentation, and warranty tracking. Emergency Response & Special Projects Support the Executive Director in emergency response, storm preparation, and post-event recovery projects when required. Perform additional duties and special projects assigned to support organizational goals. Qualifications Education & Experience Bachelor's degree in construction management, Engineering, Facilities Management, Landscape Architecture, Environmental Science, or a related field preferred; equivalent professional experience will be considered. Minimum of 3 to 5 years of progressively responsible project management experience. Experience managing facilities, infrastructure, grounds, or capital improvement projects. Experience working within environmentally sensitive or regulated environments is strongly preferred. Experience with community associations, HOAs, resorts, municipalities, parks, or similar organizations preferred. Project Management Professional (PMP) or comparable certification preferred. Skills & Competencies Strong project management and organizational skills. Excellent organizational, time management, and attention-to-detail skills. Strong interpersonal and communication skills for working with diverse stakeholders, including property owners, contractors, and volunteers. Working knowledge of construction, maintenance, landscaping, and infrastructure systems. Experience with budgeting, scheduling, and contract administration. • Working knowledge of workplace safety practices; OSHA training, construction safety certification, or related safety program experience desired Proficiency with Microsoft Office Suite; project management software experience is a plus. Work Environment This position combines office work with significant field presence throughout the community, including outdoor work in varying weather conditions. This role requires regular interaction with contractors, project sites, landscaped areas, and natural environments. Additional Requirements Valid driver's license with a satisfactory driving record.
